HomeMy WebLinkAboutMINUTES - 10262004 - PR2 6W Cox 1t rflr. 3n the Matter of Recognizing } The contributions of } Dennis C.Graves an the } RESOLUTION NO.2004/581 Occasion of his retirement ) WHEREAS,Dennis C.Craves began his career with Contra Costa County on December 18,1972,as an entry-level Deputy County Counsel;and WHEREAS,after the passage of Proposition 13 in 1978,Dennis was one of only two public lawyers appointed to the California Legislature's Task Force to draft legislation to implement the Proposition;and WHEREAS,for over twenty years Dennis has represented the County Assessor in appeals from corporate taxpayers, including large petroleum refineries and other industrial and commercial facilities, successfully defending the Assessor's appraisal and thus saving tens of millions of dollars for the County;and. WHEREAS,in the course of representing the Assessor,Dennis has gained a deep expertise in extremely advanced appraisal methods;and WHEREAS, Dennis has been recognized by the California County Counsels' Association for his contributions to counties statewide in valuation methodology and his participation in several committees of County Counsels;and WHEREAS, Dennis has acted as legal counsel to the Contra Costa County Local Agency Formation Commission for almost 30 years,and he acted as legal counsel to the California Association of LAFCOs,which has recognized his significant contributions to that organization;and WHEREAS,Dennis authored the chapter on annexations and other boundary changes in the highly- regarded textbook on land use(Longtin's California Land Use Law);and WHEREAS,Dennis has served as a key employee,for the past five years as Senior Financial Counsel, and has carried out his duties with superlative dedication,professionalism,and loyalty; NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of Contra Costa County recognizes and honors Dennis C. Graves,on the occasion of his retirement,for his 32 years of dedicated and exemplary service to the County and to the people of the County.
