(#18-096-0) FINANCIAL IMPACT: Up to$2,275,000 100%Workforce Investment Act(WIA)Funding, 100% Federal BACKGROUND: The Workforce Development Board (WDB)released Request for Proposal(RFP)#1077 for the Contra Costa One- Stop Systems Operator and Direct Service Provider(s)for Adult and Dislocated Workers Services in June 2004. The proposals were evaluated by independent rating panels, which reviewed both the fiscal procedures and service delivery models of each RFP bidder. The recommendation of the WDB is the Contra Costa One-Stop Consortium be awarded the contract based on funding levels proposed in the RFP in the following amounts: Service Amount One-Stop Systems Operator $813,263 Adult Direct Service Provider–West County 104,453 Adult Direct Service Provider–Central County 104,453 Adult Direct Service Provider–East County 208,906 Dislocated Worker Direct Service Provider–West County 90,691 Dislocated Worker Direct Service Provider–Central County 136,037 Dislocated Worker Direct Service Provider–East County 226.728 Total $1,684,531* *Final contract amount subject to negotiations The CCOSC is composed of mandated partners from California Human Development Corporation, California State Department of Rehabilitation, California State Employment Development Department, Contra Costa Community College District—Regional Training Institute,Contra Costa County Adult and Continuing Education Coordinating Council, Contra Costa County Community Development Department, Contra Costa County Community Services Department, Contra Costa County Employment and Human Services Department and Job Corps. Services include emergency food assistance, Adopt-a-Family, Holiday Assistance Program, Back-to-School Give Away,Rids Day, Camp 4 Kids, and the Ready-to-Work Clothes Closet (RTW). RTW, a countywide program of the West County Volunteer and Emergency Services provides business clothing for men and women Seeking employment. RTW services include professional image consultation, employment presentation guidance and interview skills, volunteer work experience,workshops and seminars addressing barriers to employment, skills to obtain employment, and workplace skills assistance for employment retention. Ms. Gurmeet Singh will provide Administrative Associate services to the Volunteer and Emergency Services Program, West County managing the overall office functions, compiling programmatic and financial reports, and organizing current and developmental programs. Ms. Singh was selected fro competitive procurement, Request for Interest(RFI) 133,to fill a position left vacant. BACKGROUND,- Language Line Services provides telephone-based language interpreter services in multiple languages such as Spanish, Chinese(Mandarin & Cantonese), French, Japanese, Russian, Korean, Vietnamese,Arrnenian, Cambodian, Haitian Creole, Tagalog, Farsi, Thai, and other languages offered by Language Line. Services include a one-touch access dual handset phone for three-Way interpreter call that is now being used in three different County offices. In October 2002, County's Employment and Human Services Department(EHSD) renegotiated the contract with Language Line and extended the Contract term to June 30, 2005 in exchange for a substantial service rate reduction for all languages and calling times. EHSD is increasing the level of services provided by Language Line to address the ongoing, additional demand for interpreter services by Limited English Proficient clients. EHSD staff continues to provide comprehensive and multi-lingual social services to clients. FISCAL IMPACT: This Contract is funded 100%by State CONREP Funds. No County funds are required. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it assists judicially committed patients discharged from State hospitals to integrate safely and successfully into the local community. On October 28, 2003 the Board of Supervisors approved Contract #24-879-11 (as amended by Contract Amendment Agreement #24-879-12) with Recovery Management Services, Inc. for the period from October 1, 2003 through September 30, 2004, for the provision of Transitional Residential Program Services for the Conditional Release Program(CONREP). This Contract allows the Contractor to provide services, at its Parkside Program to Contra Costa County male residents, who are between the ages of 18 and 65, are participants in the County's CONREP and Mental Health intensive Case Management Services Programs. Approval of Contract #24-879-13 will allow the Contractor to continue providing services through June 30, 2005. FISCAL IMPACT: This Contract is funded 100% by Federal Substance Abuse/Mental Health Services Administration (SAMHSA)Funds. BACKGROUND/REASON(S) FOR R,ECOMMENDATiON(S): On September 28, 2004, the Board of Supervisors approved Contract #25-050-3 with Phoenix Programs, Inc., for the period from September 30, 2004 through September 29, 2005, for the provision of SAMOSA-required mental health and substance abuse (dual-diagnosis) evaluation services to homeless clients who are receiving services under County's Synergy Program and healthcare services for County's"Project Hope." Approval of Contract Amendment Agreement #25--054-4 will allow the Contractor to provide evaluation services and healthcare services for additional homeless clients, through September 29, 2005.
