FISCAL IMPACT: This action will result in an annual cost savings of$127,633. Funding for this position is within the Department's budget. There will be no County General Fund monies used. BACKGROUND: The Department is in neem of three attorneys to continue serving current caseloads. Currently there are no open deputy public defender positions below the level of Deputy Public Defender IV. There is an active eligible list for Deputy Public Defender I allowing the department to fill their needs immediately. This request in conjunction with P300 #19773 allows the Department to administer the competitive examination for Deputy Public Defender IV without sacrificing the number of attorneys available. • The classification of Deputy Public Defender 1 can be flexibly staffed between Deputy Public Defender 1, 11, or Ill. Deputy Public Defender I will promote to Deputy Public 11 after one year of experience in the Public Defender's Office and Deputy Public Defender 11 will promote to Deputy Public Defender Ill after two years of experience in the Public Defender's Office. Since the Deputy Public Defender IV class is not part of the flexible staffing, a competitive examination must be administered to fill any Deputy Public Defender IV vacancies. • HR Staff has reviewed the duties to be performed and determined that Deputy Public Defender IV is the appropriate classification. • Upon approval, this action will result in an annual cost of $85,089. Funding for this position is within the Department's budget. • Deputy Public Defender I is represented by Public Employees Union, Local #1 and was notified of the proposed action on October 11,2004. FISCAL IMPACT: There are no Net County Costs associated with this action. Costs associated with this action will be offset by the cancellation of the Building Maintenance Manager classification. No General Fund monies or appropriation adjustment is needed. According to the General Services Department, after the initial cost savings, these positions will be covered by charge outs to line departments, which are both general and non-general fund departments. However, there will continue to be a cost savings to the general fund, as there are less overall costs accounted for in the charge outs. BACKGROUND: The General Services Department is requesting the establishment of the Facilities Maintenance Manager as part of a larger reorganization of the Facilities Maintenance Division. This new classification will replace both the Building Maintenance Manager and the Assistant Building Maintenance Manager. With this establishment, the Department is requesting the reclassification of the current Acting Facilities Maintenance Manager to this new class and the abandonment of the two aforementioned classifications. CONSEQUENCE OF NEGATIVE ACTION: These actions better represent the needs of the General Services Department and the County's clients.
