REASONS FOR RECOMMENDATION/BACKGROUND: The purpose of the project is to resolve drainage issues in the area of the Iron Horse Trail and South Avenue. The proposed project consists of installation of a 24 inch pipe and inlets for approximately 1,300 feet along the Iron Horse Trail, and at the intersection of South Avenue and La Serena Court. The project is located in the Alamo area of unincorporated Contra Costa County. The project qualifies as a CEQA Class 3(d) Categorical Exemption. The project will not result in the removal of any scenic resource. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. The recommendation is based on the following: The proposed project consists of the construction of storm drain improvements within a trail corridor, which connects to a larger storm drain system. The project will not result in the removal of any scenic resource. What changes to the project would mitigate the identified impacts? USOS Quad Sheet Las Trampas Ridge Base Map Sheet R-15 Parcel # N/A GENERAL CONSIDERATIONS: 1. Location: Portion of the Iron Horse Trail,located in Alamo(north of the City of Danville).(Map 1) 2. Project Description: To address flooding problems that have occurred in selected areas since the creation of the Iron Horse Trail, Line F-1 will be added to Drainage Area 13. Line F-1 will consist of a 24" pipe that will run parallel to the Iron Horse Trail Corridor from existing line Line "F"at Las Trampas Road (1300 ft.), to the intersection of South Avenue. From this point the pipe will extend another 150 ft. to the southwest, to the intersection of South Avenue and La Serena Court. (Map 2.) Drainage inlet structures will be placed every 250 feet(as per the County criteria)including:8 inlets on the Iron Horse Trail, 1 manhole on Las Trampas Road, and 2 inlets in the intersection of South Avenue and La Serena Court. The location of existing utilities in the trail corridor need to be considered for this project. It is expected that this section of the trail will be closed during construction. The trail will be temporarily re-routed around the construction site to ensure continued pedestrian access. Real Property transactions may be necessary in support of this project. 3.
