County DATE: October 'I2, 2004 •s>.� --•N �• 1���'• SUBJECT: Donation Of Equipment for Fire Trails Program SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Chair, Board of Supervisors, to accept a donation of equipment totaling approximately $56,000 from PG&E on behalf of the Contra Costa County Fire Protection District to enhance the District's Fire Trails Program. FINANCIAL IMPACT: The value of the equipment being donated is estimated by PG&E to be approximately $56,000. BACKGROUND/REASONS FOR RECOMMENDATION: The District's Fire Trails Program provides for the grading of fire trails in off-road, usually hilly areas to allow fire apparatus access in the event of wildland fires. Graded fire trails also serve as fire breaks. There are approximately 260 miles of fire trails in the District. The donated equipment includes a Dump Truck with an estimated value of$27,800; a Backhoe/Loader, $18,000; a one-ton 4x4 Pickup Truck, $6,500; and a Tiltbed Trailer, $3,700. The Backhoe/Ladder will assist in the installation of drainage control measures as needed on fire trails, thereby reducing erosion; will assist, with added flair-mower attachments, on fire trails by reducing the fuel load; can be shared with the Rescue Program including training; and can be called to structure fires to assist in overhaul. The Dump Truck and Tiltbed Trailer will be used to haul the Backhoe/Loader and other equipment, as well as to haul Rip-Rap to shore fire trails. The District does not plan to incorporate these four (4) pieces of equipment into its basic fleet, meaning that there is no intention to replace the equipment as it wears out and is no longer useful.
