SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDATION.:
ACKNOWLEDGE that partial funding via the Crockett Community Foundation in the amount of
$12,500 has been made available to reinstate the School Resource Officer at John Swett High
School for the current academic year, through June 17, 2005.
AUTHORIZE the Sheriff-Coroner, or his designee, to submit a grant application to the Crockett
Community Foundation, and if approved, accept $12,500 in funding for the School Resource
Officer assigned to John Swett High School.
Il. FINANCIAL IMPACT:
NOME. There is no impact to the County's General Fund.
111. BACKGROUND:
The School Resource Officer (SRO) is a deputy sheriff dedicated to serving as a role model for
students as an active high-profile law enforcement officer, and is involved in a variety of functions
aimed at crime and criminal activity prevention. The SRO is a resource for the community, students,
parents, teachers and administrators regarding juvenile law and school legal issues.
The SRO at John Swett High School was previously funded by a federal grant that is no longer
available. There is no provision in the Office of the Sheriffs FY04-05 budget for the continuation of
the SRO program. The requested grant will cover a portion of the cost for posting a SRO at John
Swett during the current 2004-2005 school year. Additional funding must be contributed in order
for this project to be realized. There has been interest expressed by several organizations in the
Crockett community in providing financial support to ensure that the SRC} position is staffed. Upon
the approval of the grant application, and confirmation that all additional requested funding will be
forthcoming, the SRO position will be reinstated.

SUBJECT: Approval to Submit an Application and Execute a Grant Award Agreement with the State Office of
Emergency Services for Funding of the Crimes Against Peace Officers Program in the Amount of
$ 200,000 for the Period October 1, 2004 through September 30, 2005
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
Approve and authorize the District Attorney to submit an application and execute a grant award agreement,
and any extensions or amendments thereof, pursuant to State guidelines, with the State Office of Emergency
Services for funding of the Crimes Against Peace Officers Program in the amount of $ 200,000 for the
period October 1, 2004 through September 30, 2005 (Federal funds-No match required-budgeted).
FINANCIAL IMPACT:
The grant application will fund salaries and benefits for one attorney, and approximately 20% FTE of an
investigator assigned to the program. The Office of Emergency Services (OES) has established a pilot
program, using Federal Byrne Funds, to target crimes against peace officers. One of three counties
designated to receive funds under the program is Contra Costa, and the grant award amount is $200,000. As
in all State Office of Emergency Services grants, the County agrees to the following conditions: to provide
all matching fiends required for said project (including any amendment thereof) under the Program and the
funding terms and conditions of OES and that any cash match will be appropriated as required; that any
liability arising out of the performance of the grant award agreement, including civil court actions for
damages, shall be the responsibility of the grant recipient and the authorizing agency and that the State of
California and OES disclaim responsibility of any such liability; and that grant funds received from OES
shall not be used to supplant expenditures controlled by the governing board. Expenditures and revenue for
the grant have already been appropriated in the District Attorney's 2004/05 budget. No match is required for
this Program.

REASONS FOR RECOMMENDATION/BACKGROUND:
The UES has established a pilot program targeting crimes against peace officers. Far too often,peace
officers responding to a report of a crime are assaulted, and sometimes murdered. When peace
officers respond to any type of call for service, they literally put their lives on the line.
The purpose of this program is to support increased efforts by county district attorney's offices to
successfully prosecute and convict those individuals who commit crimes against peace officers. It
would stand to reason that an individual who is willing to assault a well-trained and armed police
officer has a propensity to commit a substantial and disproportionate amount of serious crimes.
Now in its second year, the pilot program established a new vertical prosecution component in the
District Attorney's Office. By utilizing vertical prosecution techniques, prosecutors are prohibited
from plea bargaining ensuring that individuals who make the decision to commit crimes against
peace officers are punished to the fullest extent of the law and sent to prison for as long as possible,
thereby protecting law enforcement and California's residents.
Contra Costa is one of three Counties designated by OES for this two-year pilot program, because it
has the highest increase in assaults against police officers based on geographic location and
population size.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve the recommendation will result in the inability of the District Attorney to apply for
and receive Federal funds designated by OES for use by Contra Costa County in the prosecution of
crimes against peace officers.

BACKG ROUNDo
The Employment and Human Services Department is requesting authority to extend the grant from the U. S.
Department of Health and Human Services, Administration of Aging to support the Providing Assistance to
Caregivers in Transition(PACT)Program. This program,which is a partnership between the Employment and
Human Services Department and Health Services Department, has been designed to support, educate and
empower Family Care Givers (FCGs)with family members, aged 60+, who have recently been placed in skilled
nursing facilities. With referrals from hospital discharge planners, PACT provides various levels of care
coordination for FCGs whose care recipient chooses to transition back to the community, as well as for those
who will remain in the skilled nursing facility.
The PACT Program:
• Assists the family caregiver in understanding the care recipient's current medical and psycho-social
needs, situation and available alternatives,
• Provides information, education and referrals,
• Conducts assessments to determine the care recipient's ability to transition into the community,
• Designs and implements a care plan which supports the family caregiver's needs (if the care recipient
remains in the skilled nursing facility or chooses to transition to the community).
Staffed by a social worker and a public health nurse, and housed in the County's Aging and Adult Services
Bureau, PACT contracts with local organizations to assist family caregivers with necessary support and
transition services. PACT provides a continuum of services to a care-giving population that has traditionally
been isolated during the difficult time period of the first weeks/months after placeD3,ent of a loved one. PACT
enables family caregivers to maximize their ability to keep their family members 'n e" os integrated and
appropriate setting"possible.

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his
designee (Wendel Brunner, M. D. ) , to execute on behalf of the
County, Standard Agreement (Amendment) #29-203-83 (State #02-25668
A-2) with the State Department of Health Services, effective
October 1, 2004, to increase Fiscal Year 2004-2005 by $9, 039 for a
new total of $2, 143, 714 for the third year of this three-year
agreement ending September 30, 2005, to provide continuation of
the Supplemental Food Program to Women, Infants and Children
(WIC) .
FISCAL IMPACT:
This amendment will result in an additional $9, 039 in Federal fund
from the State for the final year of this three year agreement for
the WIC Program.. The maximum amount of this three-year agreement
totaled $8, 002, 585. No County funds are required.
BACKGROUND/REASON(S) FOR RECObMNDATION(S) :
For over eighteen years the County has participated in the WIC
Program with the State. This is a mandated program under the
Community Health Services Division of the State Department of
Health Services . Approval of Standard Agreement (Amendment) #29-
203-83 will provide federal funding through the State for
continuation of the program during the next federal fiscal year
2004-2005 .
WIC is a nutrition education, counseling and food supplement
program for low-income, pregnant, postpartum and breast-feeding
women, infants and children at nutritional risk. Approximately
16, 675 clients are served by this program.
Four certified and sealed copies of this Board Order should be
returned to the Contracts and Grants Unit .

This contract supports all five of the community outcomes established in the Children's Deport Card:

and.Nurturing, and 5) "Communities that are Safe and Provide a High Quality of Life for Children and
Families"by assisting families in crisis situations and promoting self sufficiency.
Mr. Snyder currently provides multi-faceted program services and Season of Sharing coordinator services,
which include community outreach, assessment, counseling, and information and referral in Central/East
County. With the retirement of the current Volunteer and Emergency Services Program Coordinator in Central/
East County, Mr. Snyder has been selected through the interview process as the interim coordinator for the
Volunteer and Emergency Services Program, Central/East County, thereby expanding his current duties to
include staff supervision, fundraising, and additional community and public and private agency collaboration.
During the interim time period,EHSD will develop program specific minimum qualifications for the permanent
position. Hiring for the fulltime permanent position is expected by June 20115.
