SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT'Position Adjustment Resolution No. 19754 reallocating the salaries of Chief Stationary Engineer and
General Services Facilities Supervisors in the Facilities Maintenance Division of the General Services
Department as recommended by the Human Resources Director.
FISCAL IMPACT: There are no Net County Costs associated with this action. Costs associated with this
action will be offset by the cancellation of the Building Maintenance Manager classification. No General Fund
monies or appropriation adjustment is needed. According to the General Services Department, after the initial
cost savings, these positions will be covered by charge outs to line departments, which are both general and
non-general fund departments. However, there will continue to be a cost savings to the general fund, as there
are less overall costs accounted for in the charge outs.
BACKGROUND: The General Services Department is requesting this reallocation due to current market
comparisons of the classifications. A recent salary survey would provide that our General Services Facilities
Supervisor classification is underpaid as compared to current market comparisons. An increase of 11.95% to
their current salary will alleviate this differential. In addition, the salary reallocation is part of a larger
reorganization of the Facilities Maintenance Division of General Services. In a thorough analysis, it has been
determined that it is appropriate to increase theses salaries.
CONSEQUENCE OF NEGATIVE ACTION: The increase in salaries is necessary to maintain
comparability to our market sectors in this area. The restructuring of the Facilities Maintenance Division better
represents the steeds of the General Services Department and the County's clients.

• The Department is requesting this reallocation due to current market comparisons of the

comparisons. An increase of 11.95% to their current salary will alleviate this

• In a thorough analysis, it has been determined that it is appropriate to increase the
salary of the General Services Facilities Supervisor by 11.95% and to increase the
salary of the Chief Stationary Engineer by 12.12%.
• Costs associated with these actions will be offset by the cancellation of the Building
Maintenance Manager. No General Fund monies or appropriation adjustment is
needed. After the initial cost savings, these positions will be covered by charge outs to
line departments, which are both general and non-general fund departments. However,
there will continue to be a cost savings to the general fund, as there are less overall
costs accounted for in the charge outs.

management.
