SUBJECT: HEAD START INCOME ELIGIBILITY SPECIFIC REQUESTS}OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Recommendation: ACCEPT report from the Community Services Department on the current Status of Head Start income eligibility in Contra Costa County. Fiscal Impact: None Background: Childcare affordability is a challenge for families in Contra Costa County. Head Start and Early Head Start income eligibility is indexed to the Federal Poverty Guidelines, and must be considered in the context of the costs associated with living in Contra Costa County. For a single parent with one preschool child the poverty guideline is $12,490. Minimum wage in California is $5.75 per hour and exceeds the poverty guideline by only $1,550 per year. The Self-sufficiency standard for this same family living in Contra Costa County is $42,705. Head Start Standards allow that only ten percent of total federally funded childcare slots may be filled by over income families. Therefore, the Community Services Department may only fill 182 slots with families that exceed the Federal Poverty Guidelines. The ten per cent ceiling imposes a hardship on families living in Contra Costa County, and the Community Services Department supports an effort to raise the ceiling to 15 per cent, acknowledging the additional burden that the cost of living places on County residents. The Community Services Department will continue its efforts to educate lawmakers as Congress continues its effort to produce Head Start authorization legislation in the next session. The presentation was made by Ed Lerman, Analyst on Community Assessment for 2004. Supervisor Uilkema expressed concern for our own employees and the importance of them having childcare. After further discussions, the Board took the following actions: • ACCEPTED the report from the Community Services Department on the current status of Head Start income eligibility in Contra Costa County; • REQUESTED that the legislative agenda both at the State and Federal levels be modified by raising the ceiling to 15%; • REQUESTED the Family and Human Services Committee to explore the suggestion of permitting Contra Costa County employees who wanted a safe place for their kids and were willing to pay to supplement the County Headstart Centers by placing their children in the Centers for paid childcare services. The motion was made by Supervisor DeSaulnier and seconded by Supervisor Gioia. The motion was approved by unanimous decision.
