GILBERT, DIRECTOR OF GENERAL SERVICES ;' COSTA DATE: OCTOBER 12, 2004 COUNTY SUBJECT: GENERAL SERVICES DEPARTMENT EMPLOYEE C460 RECOGNITION AND :SICK LEAVE INCENTIVE PROGRAMS SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. APPROVE the Employee Recognition Program and Sick Leave Incentive programs currently offered by the Department of General Services. 2. AUTHORIZE the Director of General Services to expend an amount not to exceed $2,000 on an annual basis on Employee Recognition and Sick Leave Incentive programs. FINANCIAL IMPACT Vendor rebates can be used to support these programs at no Cost to the County. The actual County expense of these programs is included in the General Services Department budget for FY 2004/05. BACKGROUND Since 2002, the General Services Department has had an employee recognition program. A committee of GSD employees reviews all of the commendations received by the Department and selects 8 to 10 employees for recognition each year. Along with a presentation at the Department's annual Holiday Party, recognition award winners also receive small monetary awards. In 2002, recognition winners received gift certificates for meals and movies that were donated to the Department. In 2003, the Department provided gift certificates in the amount of$50. The program has a minimal cost which is offset by its many benefits, including boosting morale and encouraging GSD employees to perform at their highest level. General Services also has sick leave incentive programs designed to reduce sick leave usage. Employees that have perfect attendance in a quarter (no use of sick leave or worker's compensation) receive special lanyards or insignia for their identification badges (Custodial), or are entered into a drawing for a prize valued at $50 or less (Grounds, Facilities Maintenance, Print and Mail Services). In the Fleet Division, employees who use no sick leave participate in a bingo game with drawings twice a week for prizes of under $50. Like the employee recognition program, the sick leave incentive programs have a minimal cost and increase morale.
