RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execrate a contract on behalf of the County with Alfred Gene Haney in an amount not to exceed $34,320 to provide Abandoned Vehicle Abatement Officer services for the period of October 9, 2004 through June 30, 2005. ll. FINANCIAL, IMPACT: NONE. Program costs paid by the Abandoned Vehicle Program. Ill. BACKGROUND: Vehicles abandoned on roadways in the unincorporated areas of the County are an eyesore, at times a hazard, and detract from the appearance of neighborhoods. Enforcement of applicable vehicle and county codes is the responsibility of local law enforcement. The Office of the Sheriff is Committed to the citing and removal of these vehicles to ensure both the safety and quality of life for the citizens of the County. The Contractor will cite and arrange for the towing of abandoned vehicles and maintain accurate records of the towing and storage process. CONTINUED ON ATTACHMENT: 0 YES SIGNATURE. RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff Coroner, or designee, to execute a contract on behalf of the County with Stacie L. Fenn in an amount not to exceed $31,246.80 to provide services as the Mutual Aid Coordinator for the period of October 1, 20044 through September 30, 2005. II. FINANCIAL IMPACT: NONE. The cast of this contract is included in the Office of the Sheriff's FY04-45 budget. III. BACKGROUND. The Mutual Aid Coordinator is assigned to the Office of the Sheriffs Emergency Services Division. The position provides a liaison between the Office of the Sheriff and all other emergency services in Contra Costa County, to include law enforcement, fire services, emergency medical services, health services, and departments and municipal services. The Mutual Aid Coordinator attends meetings representing the Office of the Sheriff and coordinates this organization's rote when interacting with other governmental entities, whether during exercises or actual events. Additionally, the Mutual Aid Coordinator is the logistical assistant to the county-wide Mutual Aid Mobile Field Force, facilitating training, ordering and maintaining equipment, and ensuring the successful overall operation of the Force. FISCAL IMPACT 100% of the costs of this contract are covered by a grant from the State Water Resources Control Board. BACKGROUND/REASONS FOR RECOMMENDATIONS The Community Development Department has contracted with Ms. Aspen Madrone since May 1, 2004 for assistance to implement a grant from the State Water Resources Control Board related to volunteer monitoring of creeks and watersheds. The Community Development Department applied for the grant in cooperation with the Contra Costa Clean Water Program and the Contra Costa Watershed Forum. Specific Request(S)or Recommendation(S) & Background and Justification RECOMMENDATION (S): APPROVE and AUTHORIZE the Community Services Director or designee to execute contract amendment #33-499-24 with First Baptist Church to increase the contract payment limit by $29,639 to a new contract payment limit of $1,335,920 for Head Start Delegate Agency services for the period from January 1, 2004 through December 31, 2004. FINANCIAL. IMPACT: This amendment is funded by the U.S. Department of Health and Human Services Administration for Children and Families (ACF). Funding for this amendment is included in the Community Services Department's FY 2004-05 budget. First Baptist Church is required to generate a 20% non-federal local match of in-kind, non-cash contributions in the amount of $7,410. There is no net County cast to this amendment. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring a greater degree of social competence in preschool children from low-income families. This funding is for FY 200405. The Contra Costa County Board of Supervisors approved acceptance of this award on June 15, 2004. These supplemental funds are for a "Cost of Living Adjustment" (COLA), in the amount of$29,639. Approval of this amendment will allow for COLA adjustments to the First Baptist Church's Head Start program, which serves program eligible children, ages 3 to 5 years old. FISCAL IMPACT: This Contract is funded 100% by the California Department of Health Services -- Bioterrorisrn Response and Preparedness Project, BACKGROUND/REASON(S)FOR RECOMMENDATION(S): On October 7, 2003,the Board of Supervisors approved Contract#22-850-2 with Andrea Bivens for the period from November 1, 2003 through October 31, 2004 for the provision of graphic support services to the Community 'Wellness & Prevention Program, including developing and formatting graphics for reports,monographs, and training manuals.
