SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ACCEPT Hedge Fund Cares Grant in the amount of$50,000. FINANCIAL. IMPACT: There are no matching funds required to accept this grant. CHILDREN'S IMPACT STATEMENT This action impacts all five of the community outcomes: 1) Children Ready for and Succeeding in School; 2) Children and Youth Healthy and Preparing for Productive Adulthood; 3) Families that are Economically Self-Sufficient; 4) Families that are Safe, Stable and Nurturing; and 5) Communities that are Safe and Provide a High quality of Life. BACKGROUND: As part of the Child Welfare Redesign effort, the Children & Family Services Bureau (CFS) has again applied to Hedge Fund Cares for grant funding as part of our Family to Family program. This is the fourth year of funding (unusual) by Hedge Fund Cares and is being granted because of our success in using the TDM process to decrease out-of-home placement, improve the services available to families, and improve the relationship between families and CFS. Since implementation in 2003, the majority of children involved in the TDM process have been safely maintained at home through the development of a safety plan in the TDM meeting. These fourth-year grant funds will be combined with other grant funding to pay for three TDM Facilitators who will specifically address placement disruption and disproportionality of children of color in the child welfare system. The TDM process encourages a culturally competent assessment of safety, and the safety planning process includes community members and service providers. We are hopeful that the rats of removal for children will decrease and more children will be able to remain in their homes while services are provided to strengthen the family. RECOMMENDATION FIND that there is a "social need," as required in Government Code Section 26227, justifying the Sheriff Coroner, or his designee, to execute a contract on behalf of the County with Alameda- Contra Costa Transit District, and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract on behalf of the County with Alameda-Contra Costa Transit District in an amount not to exceed $2,107,089 for the first year of the contract, to provide security services for its facilities, employees and patrons in Contra Costa County for the period of October 1, 2004 through September 30, 2009. ll. FINANCIAL IMPACT: NONE. All costs of providing services will be reimbursed by the Alameda-Contra Costa Transit District. Ill. BACKGROUND: In 1994 the Board of Supervisors found that there was a "social need" for the Sheriff-Coroner to Contract With Alameda-Contra Costa Transit District to provide security service to the District in Contra Costa County and authorized the execution of a five year contract to provide services. That contract was again approved for five years in 1999. Both the Office of the Sheriff and the Alameda-Contra Costa Transit District wish to continue their contractual relationship. '��' ou rpt SUBJECT: Authorization to submit an application and receive Emergency Shelter grant {ESC} funding for the operation of the Emergency Shelter Program for Single Adults for EY 04-05. SPECIFIC REQUEST($)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: A. Approve and Authorize the Director of the Health Services Department or his designee to execute and transmit an application along with the necessary certifications and assurances to the Contra Costa County Community Development Department for funding from the Emergency Shelter Grant program for the operation of the County's Homeless Shelter Program at the Richmond site during FY 2004-2005. B. AUTHORIZE the Director of the Health Services Department or his designee to accept up to and including $90,000 in Emergency Shelter Grant funding and enter into a contract with the Contra Costa County Community Development Department to perform all responsibilities in relation to receipt of the funding and contracted provisions for receipt of operating funds for the operation of the program. FISCAL. IMPACT: County General Funds committed to the operation of the shelter will be used to fulfill the 100% match requirement. No additional appropriation needed. BACKGROUND: The Health Services Department seeks funding to operate the emergency shelter program at full capacity on a year-round basis. The Emergency Shelter Grant (ESG) program, funded by the U.S. Department of Housing and Urban Development, is a source of public funding providing valuable housing and service benefits to low- income residents of Contra Costa County. Without such funding the emergency shelter program may have to operate at a reduced capacity. The $90,000 requested in Emergency Shelter Grant funding is necessary for the operation of the emergency shelter program for adults at Brookside. Current funding sources are not adequate for operations of the shelters at full capacity on a year- round basis. RECOMMENDED AC'T'ION: APPROVE and AUTHORIZE the County's Chief Information Officer or his designee to execute on behalf of the County an agreement with Cherry Read Technologies for assistance with installation of the upgrade of PeopleSoft for the period of October 10, 2004 through November 30, 2004 at a cost of$63,640. II. FISCAL IMPACT: None. Funding for this project is provided by the PeopleSoft project III. REASONS FOR RECOMMENDATION AND BACKGROUND: In March 1996 the Board of Supervisors approved the acquisition of PeopleSoft as the replacement for the County's Human Resources, Payroll and Employee Benefits systems. The contract with Cherry Road Technologies will provide the resources to assist the County with the implementation of the upgrade of PeopleSoft to the latest release. This upgrade is necessary to provide the County with current information necessary to properly process employee personnel,tax and benefit information. Currently the County is running an an unsupported release of the product. IV. CONSEQUENCES OF NEGATIVE ACTION: If this contract is not approved the County will be delayed in the implementation of this upgrade. Additional casts will be incurred to continue to operate the People Soft system on an unsupported release. RECOMMENDATION. APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract amendment on behalf of the County with Quinn Electronics to increase the payment limit by $10,000 for a new total not to exceed $64,000, to provide upgrades to the satellite television service at the Martinez and West County Detention Facilities, with no change to the contract term. 11. FINANCIAL IMPACT: NONE. This Contract is fully funded by the Inmate Welfare Fund. Ill. BACKGROUND. For the past year and a half, the Contractor has provided satellite television service, to include programming and maintenance, for the County's adult detention facilities. The satellite service provides a variety of channels approved for inmate viewing and is more cost effective than the standard available cable services. This contract amendment will allow for additional channels to increase the variety of viewing available and for the installation of equipment necessary to support the expansion.
