SUBJECT: Position Adjustment Resolution#19767
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND ANIS JUSTIFICATION
RECOMMENDATION : Adopt Position Adjustment Resolution # 19767 adding one Clinical
Laboratory Scientist 1 position.
FISCAL IMPACT: The annual cost associated with this action is approximately $75,219 and will be
offset by elimination of employee overtime and temporary staff costs.
BACKGROUND: The Clinical Laboratory Scientist I position will be assigned to the laboratory at the
Contra Costa County Regional Medical Center and is needed due to heavy workload. In the past,
Health Services has used temporary employees to help cover the workload. However, recruiting and
retaining temporary employees in this classification is extremely difficult due to the limited number of
licensed lab Scientists in the state coupled with the lack of benefits associated with a temporary
position. As a result, the department has had to rely heavily on employee overtime. The creation of
this new position will allow the department to provide the necessary coverage in the laboratory and
greatly reduce staff overtime and burnout.
RESULT OF NEGATIVE ACTION: Currently, there is inadequate Staff coverage in the laboratory.
This means longer wait times for lab results and the possibility of compromising patient care.
Furthermore, the current practice of using employee overtime to provide the necessary coverage can
lead to staff burnout and the loss of additional staff.

SUBJECT: Add one PFT' (40/40) Clinical Laboratory Scientist I
The attached P300 requests to add one RFT (40/40) Clinical Laboratory Scientist I
position to the Laboratory at Contra Costa Regional Medical Center in Martinez.
It has been determined that the Laboratory at CCRMC has a continuing need for
additional staff in the classification of Clinical Laboratory Scientist in order to
appropriately address patient needs 1 This need has been fulfilled in the past Using
temporary employees, however, It has proven to be extremely difficult to recruit and
retain temporary employees in this classification due to the limited number of licensed
Clinical Laboratory Scientists in the state of California in addition to the lack of benefits
associated with a temporary position. Therefore, we are quickly losing our temporary
employees to competing agencies offering higher salaries and benefits. Without
temporary employees to provide coverage, the Department is forced to utilize overtime
of current employees at a much higher cast to meet the needs of patients and the
Department. Not only does the utilization of overtime come at an additional cost to the
Department, it causes staff burn out that could lead to the loss of even more staff to
competing agencies.
In order to reduce the amount of overtime utilized for coverage and to reduce the costs
of advertising associated with recruitment and retention, the Department is requesting
the establishment of a PFT Clinical Laboratory Scientist I position. This position will
allow the promotion of a current employee who has passed the Clinical Laboratory
Scientist exam and now meets the minimum qualifications of the classification. This
employee will require minimal training due to their familiarity with our organization,
practices, and procedures, therefore eliminating the need for additional recruitment
efforts and costs associated with training.
The cost associated with this request is $75,219.56/year and is offset through the
elimination of overtime expenses, recruitment expenses, as well as the cost associated
with the use of temporary employees'to provide coverage.
