RECOMMENDATION;
Authorize allocation of funding from the Dougherty Valley Enhancement Fund to the Sheriff's Office for
fiscal years 2404-7 for the cost of a School Resource Officer at Monte Vista High School in Danville for
the academic years 2004-5, 2005-6, and 2006-7 and direct the Sheriff-Coroner and the County
Administrator to examine local, county, state, and federal sources of funding to restore financial support
for the Resident Deputies and other School Resource Officer positions that were eliminated by recent
budget cuts.
BACKGROUND:
After an incident of terrible violence between groups of local students in September of 1098, the District
3 Contra Costa County Supervisor asked local public agencies to meet to Tend out how to prevent similar
incidents and how to protect young people from being perpetrators or victims of violent crimes.

32 representatives from every area of youth interest including business, law enforcement, counselors,
educators, elected officials, seniors, parents, and students joined together to form the San Ramon
Valley Advisory Committee on Youth Safety and Development. The effort was supported by the
Supervisor's office, the Town of Danville, San Ramon Valley Unified School District, Del Valle Council of
PTA's and the City of San Ramon. This was an unprecedented collaboration among groups that were
quite autonomous. The agencies pooled resources, hired a facilitator and spent over 6 months studying
the issues, talking with parents and youth and issued a report with recommendations for both short and
long term actions. The Committee's recommendations were adopted by all the sponsoring agencies
and an Oversight Committee was formed to monitor their implementation. The work of the Committee
also enabled the school district and the Town of Danville to receive significant grant money from the
state and federal government.
One of the critical recommendations of the committee was to place School Resource Officers at each of
the three comprehensive high schools in the San Ramon Valley. The Town of Danville and the City of
San Ramon each provided funding, as did the Sheriffs Office.
Because of the budget cuts undergone by all County Departments, the Sheriff eliminated the School
Resource Officer position at Monte Vista High School. The Sheriff had regarded the SRO program as
highly successful and has indicated he will restore that position when the economic situation in the
county improves.
Monte Vista, a school designed for 1300 students, now has a population of 2325. That number is
expected to grow until a new high school is built in the Dougherty Valley This increased population has
caused significant problems both on campus and in the surrounding areas. Because of the
overcrowding, discipline problems have increased on campus. Congestion on Stone Valley Road, a
major regional thoroughfare, has become a significant concern. Not only would the restoration of the
School Resource Officer position help with discipline problems caused by an over-crowded high school,
the Sheriff has indicated that he would assign the position to an officer who has experience in traffic
control. The problems caused by the overcrowding of Monte Vista is one of the unanticipated
consequences of the Dougherty Valley development and an appropriate use of the Regional
Enhancement Fund.
Although they have not been impacted by the growth of the Dougherty Valley, other parts of District 3,
specifically, Byron, Discovery Bay, and Knightsen, as well as other communities throughout the county,
have also experienced hardship caused by the elimination of school resource officers and resident
deputies. In District 5, Supervisor Glover set an example of prioritizing these important law enforcement
positions and was able to identify funding from the Keller Landfill Mitigation monies to pay for a School
Resource Officer and two Resident Deputies in Bay Point and a School Resource Officer at Freedom
High School in Oakley.
By developing relationships in their communities, the resident deputies and school resource officers are
critical in preventing problems before they become serious. Restoring these positions should be of
highest priority and the Sheriff and the CAO need to re-examine all sources of local, county, state, and
federal revenue in order to bring resident deputies back to all our communities and school resource
officers back to Verde Elementary School and John Swett High School. This analysis should be
completed in 45 days and a report made back to the Board at that time.

On this day, the Board considered authorizing allocation of funding from the Dougherty
Valley Regional Enhancement Fund to the Sheriff's Office for the cost of a school
resource officer at Monte Vista High School in Danville for Fiscal Years 2004/2005
through 2006/2007 and directing the Sheriff-Coroner and the County Administrator to
examine local, County, state, and federal sources of funding to restore financial support
for the Resident Deputies and other school resource officer positions that were eliminated
by recent budget cuts.
The Board discussed the history of the issue and requested clarifications of
various related items from staff.
Supervisor Uilkema expressed her concern that some districts do not have
discretionary funds to help fund school resource officers and that there is a need
for such officers at schools throughout the County.
Supervisor Glover expressed when the Board has the opportunity, it should use
Discretionary Funds to fund Resource Officers. He was concerned that where
there are Discretionary Funds and schools go without the Officers, there would be
a loss.
The Chair invited comments from the public, and the following people spoke:

After further discussions, the Board took the following action:
• AUTHORIZED allocation of funding from. the Dougherty Valley Regional
Enhancement Fund to the Sheriff's Office for the cost of a school resource officer
at Monte Vista :high School in Danville for Fiscal Years 200412005 through
200612007;
+ DIRECTED the Sheriff-Coroner and the County Administrator to examine local,
County, state, and federal sources of funding to restore financial support for the
Resident Deputies and other school resource officer positions that were eliminated
by recent budget cuts, and RETURN in 45 days; and
(a) Should other funds become available, then they would be substituted
for the Enhancement Fund for three fiscal years.
Supervisor Greenberg made a motion to approve this, and Supervisor DeSaulnier
seconded the motion.
Motion passed.
Projected enrollment for Sept. 2004 was
2280 students. . . . Monte Vista has 2330
students today. This explosive growth
has put an enormous strain on both
Administrators and Teachers. In
addition, the unsafe, dangerous traffic
situation puts our students in harms way
each day.
