In the Matter ofESOL TION NO.2004/499
DECLARING THE MONTH OF OCTOBER AS SOUTREAST'ASIAN VIOLENCE PREVENTION MONTH
Whereas,October 13 marks the 1 year anniversary that 15 year old Cham Boonkeut was shot and killed in her
Richmond home,a victim of gang related violence even though Chan was not affiliated with any gangs;and
Whereas,Chan excelled hi school,was respected by her peers,and had aspirations to attend college;and
Whereas,Chan`s death shocked the Southeast Asian community and galvanized its residents and advocates to
stop the cycle of gang violence;and
Whereas,the West Contra Costa Southeast Asian Youth Task Force,established in March of 2003 to address the
issues of youth violence, has been working with Southeast Asian students in the West Contra Costa Unified
School District to organize a Youth Summit at Contra Costa College on October 16;and
Whereas, for the last b months, Southeast Asian Youth leaders have focused their energy to create a safe
environment for themselves, their peers,and adults to discuss issues affecting young people in the Southeast
Asian community such as gang violence, generational and cultural differences; and
Whereas,The West Contra Costa Southeast Asian Youth Task Force is also hosting the first Southeast Asian
Film Festival on October 1501 and 16th at Contra Costa College; and
Whereas,The West Contra Costa County Southeast Asian Youth Task Force is a unique collaboration of non-
profit service providers, community advocates, elected officials, and government agencies and includes
participation from groups such as.Asian Pacific Psychological Services,Lao Family Community Development,
United Laotian Community Development, Opportunity West, National Council on Crime and Delinquency,
Prevention Research Center, the County's Health Services Department, Probation, and Richmond Police
Department; and
Whereas, The West Contra Costa Southeast Asian Youth Task Force has been acknowledged by state and
national refugee agencies as a unique community collaboration working together to address difficult and often
complicated community issues.
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of Contra Costa County recognizes the
important work of the West Contra Costa Southeast Asian Youth Task Force and declares the month of October
as Southeast Asian Violence Prevention Month.
PASSED by unanimous vote of the Contra Costa County Board of Supervisors on this
5th day of October,2004
