RECOMMENDATIONS
1. AUTHORIZE a General Plan Amendment study for Assessor Parcel Nos. 184-
100-007, 184-100-008, 184-100-032,184-100-027, 184-100-028, AND 184-100-
030, located along Paulson Lane, in an unincorporated area of Walnut Creek, as
requested by BNB Ventures, LLC, to change the General Plan land use
designation from Single Family Residential-Medium Density(SM)to Single Family
Residential- High Density (SH).
2. ACKNOWLEDGE that granting authorization for this request does not imply any
support for the application to amend the General Plan, but only that this matter is
appropriate for study.

FISCAL IMPACT
None. If authorization is granted the applicant shell pay fees to cover the cost for a General
Plan Amendment and other fees for associated applications.
BACKGROUND / REASONS FOR RECOMMENDATION
The Community Development Department has received correspondence from representatives for BNB
Ventures, LLC, requesting authorization for a General Plan Amendment study for six parcels located
along Paulson Lane in an unincorporated area of Walnut Creek. A copy of a letter from Hollman-
Bologna, representing BNB Ventures LLC, is attached as Exhibit "A"to this Board Report.
The subject parcels, APhls: 184-100-007, 184-100-008, 184-100-032,184-100-027, 184-100-028,
AND 184-100-030, totaling 6.45 acres, are currently designated as Single Family Residential —
Medium Density(SM)under Land Use Element Map to the Contra Costa County General Plan(1995-
2010). These parcels were once located within the incorporated city limits of Walnut Creek and were
physically separated from the city limits as a result of the freeway widening and improvements for the
I-680/State Route 24 Interchange. This land area was then subsequently detached (or de-annexed)
from the Walnut Creek City Limits by Contra Costa LAFCO in 1995 and the County assumed land use
jurisdiction for this land area. A map of the six parcels is attached as Exhibit"B"to this Board Report.
The subject parcels along Paulson Lane each contain residences built either in the 1930's or the
1950's. These parcels were originally sized as large lots based on a semi-rural residential
development pattern common to the Walnut Creek area during 1930's-1950's. Paulson Lane was
significantly altered by the 1-680/24 Interchange Project,which was completed in the mid-1990's.What
remains today is an island of unincorporated land area bounded by the 1-680 freeway on the east, Las
Trampas Creek on the west and south, and Olympic Boulevard to the north. The Paulson Lane area
is predominantly designated as Single Family Residential--Medium Density under the General Plan,
and has zoning that is split between R-6 and R-10 districts.
BNB Ventures, LLC, is seeking to redevelop Paulson Lane into a planned unit development with up to
34 clustered single-family residences. This development proposal would require a General Plan
Amendment to re-designate Paulson Lane as Single Family Residential -- High Density in order to
accommodate a proposed density of 7.2 units to the acre, and a corresponding rezoning to the
County's P-1, Planned Unit Development district.
The request for a General Plan Amendment study is reasonable given that the redevelopment of
Paulson Lane into a planned unit development of clustered housing provides an opportunity to
consider an infill residential development proposal in an unincorporated area adjacent to downtown
Walnut Greek. Staff has reviewed the proposal with planners from the City of Walnut Creek.
They have no objection to the study. They acknowledge that given the Paulson Lane area was
significantly altered by the 1-680/24 Interchange Project, a privately initiated proposal to redevelop the
area for additional housing would be appropriate for study since it could provide a public benefit of
more housing in close proximity to downtown Walnut Creek.

Therefore, staff recommends that the study be authorized. Authorization of this study does not imply
the Board's support or endorsement to amend the General Plan, but only that this matter is
appropriate for study.

Re: Paulson Lane Subdivision
Dear Director Barry:
On behalf of our Client, BNB Ventures, LLC, we request that the County Board of
Supervisors consider a General Plan amendment [study] related to a proposed 34 home
subdivision to be located on Paulson Lane, adjacent to the City of Walnut Creek. The
addresses of the properties are: 111; 115; 119; 121; 139; 141; 160; and 161 Paulson
Lane. The current General Plan designation is Single family, medium density [at 3 to 4.9
dwellings /net acre]. The proposed General Plan designation would be Single family,
medium density [at 5 to 7.2 dwellings /net acre]. Two of the properties are zoned R-6
and two are zoned R-10. The surrounding residential areas on the other side of the
creek are also zoned R-6. The R-6 zoning is consistent with the density we are seeking
under the General Plan Amendment.
This development is comprised of four properties (ownerships), which total 6.456 acres.
We would propose this project as a Planned Development of clustered homes, in order to
preserve more of the riparian environment at this site, maintain the prescribed creek
setbacks and to achieve the newest, most stringent criteria for maintaining storm water
quality and discharge standards.
We met with County planning and engineering staff on August 26th to review our
proposed plan. We believe the study, and hopefully ultimate approval, of the General
Plan Amendment is warranted because it will provide much needed housing in the
County. The increased density is consistent with the surrounding area, and the proposed
density and project design are consistent with"smart growth" practices.
