AUTHORIZE the Agricultural Commissioner or his designee, to sign an agreement with the Department of Food and Agriculture. Contract No. 04-0523 proposes to reimburse the County $322,320.00 for providing detection and delimitation of the glassy-winged sharpshooter (GWSS) and suppression or eradication of any populations as rapidly as possible. The agreement is effective July 1, 2004 through June 30, 2005. BACKGROUND: The County Department of Agriculture deploys traps, inspects incoming nursery shipments, landscaping and host crops countywide to detect incipient infestations of GWSS. Any population of GWSS detected Is delimited and controlled or eradicated. That State reimburses the County for all costs involved in this program. BACKGROUND: Funding will be used to develop and implement the Y.O.U.T.H. Training Project. The Project will address the problem of foster youth who are beginning to transition out of foster care by training 400 child welfare workers using an innovative, interactive youth focused curriculum and recruiting and developing teams of current and foster youth ages 16—22 years to deliver youth lead trainings. Using a youth development perspective and team building techniques, these youth will develop the skills and be empowered to deliver a training focused on changing social worker knowledge, skills and values concerning communication with foster youth. The funding source breakdown for FY 2004-2005,CHDP Program is as follows: State and Federal Allocation......................$4,973,588 Required County Match.............................. 1,035.588 TOTAL $6,009,176 BACKGROUND3IREASON(SIFOR RECOMMIENDATION(5): The CHDP Program carries out State mandates regarding early and periodic screening, diagnosis and treatment and case coordination of health and dental services for children on Medi-Cal or within the 200% poverty level. These services are federally required and are consistent with approved standards of medical practice. The CHDP Program is responsible for provider certification, network and resource development,training,outreach,case coordinating, follow-up and communications with medical and dental care providers. This program works closely with community providers, other health related services and facilities, County Department's including employment and Hamman Services, Probation, and Community Services Departments and other Health Services Department's Divisions to provide a wide variety of health related consultation services. RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff, or designee, to execute a contract on behalf of the County with John A. Montagh, in an amount not to exceed $152,40101 for Rangemaster/Armorer Instructor services for the period of October 1, 20014 through September 303, 20015. It. FINANCIAL IMPACT: NONE. Funding for this service is included in the Office of the Sheriffs budget. Ill. BACKGROUND: The Office of the Sheriff contracts with police agencies and with Martinez Adult School for the use of the Sheriff's Range. These contracts depend on an on-site coordinator for the realization of their goals. The safety of persons and property is the responsibility of the Rangemaster. Office of the Sheriff safety personnel must train and qualify with firearms on a semi-annual basis. Each year, the Training Center schedules over 150,000 hours of firearms training. This training occurs at the Sheriff's Mange using multiple shooting ranges. When firearms are being used simultaneously on more than one range, the services of the Rangemaster are critical. Mr. Montagh has been a firearms instructor for the Office of the Sheriff for more than fourteen years, is a certified armorer, and has served as Rangemaster for over seven years. IV. CONSEQUENCE OF NEGATIVE ACTION: Failure to approve this request would lessen the Office of the Sheriffs ability to meet mandated legal requirements for Peace Officers in regards to firearms training and would increase the County's liability for daily activities conducted at the Sheriff's Range. Funds provided by outside agency contracts would be reduced or lost.
