In the Matter of Honoring
Deputy Public Defender, Sheldon Sarfan
To Commemorate His Retirement `RESOLUTION NO.2004/496
WHEREAS, Sheldon Sarfan is retiring from the Office of the Public Defender after twenty-three
years of exemplary service, and
WHEREAS, after beginning his career of public service on top of a police car in Sproul Plaza as a
trusted aide of Mario Savio in the Free Speech Movement,
WHEREAS, after graduating from Boalt Hall School of Law at Berkeley in 1970,
WHEREAS, after serving for four years as a Supervising Attorney for the Legal Aid Society of
San Diego until beginning his career in Contra Costa County,
WHEREAS, Sheldon has handled all the kinds of cases–from juvenile to homicides—contained
in 23 years of assignments in the Department,
WHEREAS, Sheldon.has represented the clients of the :Department with sensitivity, concern and
nonpareil thoroughness,
WHEREAS, Sheldon has devoted more than a quarter century of his life to assisting poor and
impoverished members of society by protecting their constitutional and legal rights,
NOW THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Contra
Costa acknowledges and thanks Sheldon Sarfan for his dedicated service to the Office of the
Public Defender, the clients of that Office and the people of this County on the occasion of his
retirement as an employee of Contra Costa County.

Assistant Public Defender,Paul Mariano
To Commemorate His Retirement RESOLUTION NO.2004/495
WHEREAS,Paul Mariano is retiring from the Office of the Public Defender after twenty seven
years of exemplary service, and
WHEREAS, Paul Mariano's educational training from.Boston Latin Preparatory School to Hastings
Law School was interrupted by service in the United States Air Force;
WHEREAS, after graduation from.Hastings in 1976, Paul Mariano began his career with the Office
of the Public Defender in 1977;
WHEREAS, Paul Mariano has performed every assignment and handled every type of case in the
Office of Public Defender from misdemeanors through capital homicides;
WHEREAS, Paul Mariano has supervised the Investigation Division and Client Services Division
of the Public Defender Office;
"WHEREAS, Paul Mariano has unstintingly offered his tactical advice and emotional support to
scores of his colleagues with special attention to the newer attorneys in the Department;
WHEREAS, Paul Mariano has often played a role as a de facto Social Chairman for the Department
through his organization of movie premier parties, entertainment events, support staff'luncheons,
NBA-focused entertainment events and, alas,professional training programs for attorneys in the
Department;
WHEREAS, Paul Mariano's devotion to the work of the office and to the defense of accused
persons and the professional respect and appreciationhe has garnered from clients and colleagues
alike is best symbolized by the number of notes by jail intake interviewers which say"Client wants
Paul Mariano to be his lawyer,"
WHEREAS, Paul Mariano devoted almost three decades of his life to supporting the mission of the
Department through his innovative and energetic handling of his own cases and his role as a
professional "support"person for every member of the staff
D10W THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Contra
Costa acknowledges and.thanks Paul Mariano for his dedicated service to the Office of the Public
Defender, the clients of that Office and the people of this County on the occasion of his retirement
as an employee of Contra Costa County.

Deputy Public Defender,Jeffery Bradley
To Commemorate His Retirement RESOLUTION NO. 2004/494
WHEREAS, Jeffrey Bradley is retiring from the Office of the Public Defender after thirty years of
exemplary service, and
WHEREAS, Jeffrey Bradley reversed his field from electrical engineering, immigrated from New
York City and obtained his JD degree from Hastings Law School in 1973;
WHEREAS, Jeffrey Bradley pulled his humpback Volvo into the parking lot(now the jail) for the
Public Defender Office on July 10, 1974;
WHEREAS, Jeffrey Bradley has performed every assignment and handled every type of case that can
arise in a Public Defender Office from misdemeanors through capital cases;
WHEREAS, Jeffrey Bradley's creativity, acumen and ebullient comments with respect to legal issues
and motions inspired his colleagues over the years to greater and more zealous litigation efforts;
WHEREAS, Jeffrey Bradley has refined many protocols and developed unique approaches to
handling the probation calendars in various Superior Court departments;
WHEREAS, Jeffrey Bradley has played a major rale in the development of the Department's Clean
Slate program for expunging convictions from the records of past clients;
WHEREAS, Jeffrey Bradley is retiring from the Public Defender Office novo driving a 2004 Jaguar;
and
WHEREAS, Jeffrey Bradley has given 30 years of his life to social engineering through the practice
of law on behalf of poor and disadvantaged people who needed his strong counsel and seasoned
advice;
NOW THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Contra
Costa acknowledges and thanks Jeffrey Bradley for his dedicated service to the Office of the Public
Defender, the clients of that Office and the people of this County on the occasion of his retirement as
an employee of Contra Costa County.

RESOLUTION NO. 20041497
9WEREAS, that Contra Costa County is honored to have within its borders John F. Kennedy
University's School of Law, and the County recognizes the great work and support of its faculty,
students and alumni for their contribution to the County community.
NOW, 7HEREFORE, BE ITRESOLVED that October 3, 2004 shall be designated as
John F. Kennedy University's Distinguished Alumni Day and shall honor those outstanding
senior law professors who have taught and guided thousands of students who have gone on to
contribute so much to our County: Judge Norman Spellbe-rg (retired), Dan Russo, Richard
Blumberg, Dick Frankel,Jim Straw and Charles James (Public Defender, retired).
PASSED AND ADOPTED ON October 5, 2004 by a unanimous vote of the Board

IN THE MATTER OF DECLARING OCTOBER RESOLUTION NO. 2004/
AS `BREAST CANCER AWARENESS MONTH" 529
IN CONTRA COSTA COUNTY
WHEREAS, breast cancer is the most common cancer among women in California and the
second leading cause of cancer death for women in the United States; and
WHEREAS, Contra Costa has one of the highest incidence rates of breast cancer in
California. Rates for African American, Asian/Pacific Islanders, Hispanics and Caucasian
women are all above the State average; and
WHEREAS, the five-year survival rate for patients whose cancers are diagnosed at an early
stage as a result of early detection through breast exams and mammograms is over 95%; and
WHEREAS, according to the American Cancer Society, breast cancer can strike those who
have no family history of the disease or any other risk factors and that 39% of women in
California age 40 and older are still not getting annual mammograms; and
WHEREAS, the Contra Costa Health Services is sponsoring three women's health events
featuring free breast exams and mammograms to those without insurance at Pittsburg
Health Center, Contra Costa Regional Medical Center in Martinez and at the Richmond
Health Center.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County
does hereby proclaim the month of October 2004 as "Breast Cancer Awareness Month."
PASSED by unanimous vote of the Contra Costa County Board of Supervisors on this
5th day of October, 2004

RESOLUTION NO. 2004/498
WHEREAS twenty percent of adults---or one in five---will experience a psychiatric episode
during their lifetime that is severe enough to require treatment,and many more have problems that
prevent them from enjoying their lives;and
WHEREAS due to recent scientific advancements in the understanding, diagnosis, and
treatment of psychiatric disabilities,millions of Americans,are reclaiming full and productive lives;
and
WHEREAS consumer advocacy and self-help programs,with the underlying philosophy that
the best helpers are often those who have experienced similar problems,provide emotional support
and practical help for promoting recovery, an ongoing process of self-directed healing and
transformation,among their members;and
WHEREAS it is recognized that families and significant others play an important supportive
rale in the recovery process and are a vital resource in assisting their loved ones with psychiatric
disabilities;
NOW,THEREFORE,BE IT RESOLVED THAI'THE BOARD OF SUPERVISORS OF CONTRA
COSTA COUNTY proclaims October 3-9,2004 as"Mental Illness Awareness Week",and requests the
support of Contra Costa residents and organization in this effort to increase awareness of psychiatric
disabilities and to promote the understanding that, through proper treatment and rehabilitation,
individuals are able to resume productive,satisfying lives.
