SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1 APPROVE a Lease commencing February 1, 2004, with the Contra Costa Farm Bureau, a
private, non-profit corporation for the premises at 3020 Second Street, Knightsen, for
occupancy by the Agriculture Department, under the terms and conditions more particularly set
forth in the Lease.
2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the Lease on behalf
of the County and to EXERCISE any options to extend the Lease.
3. DETERMINE that the project is a Class la Categorical Exemption under the California
Environmental Quality Act (CEQA).
4. DIRECT the Director of Community Development, or designee, to file a Notice of Exemption with
the County Clerk, and DIRECT the Director of General Services, or designee, to arrange for the
payment of the handling fees to the Community*Development Department and County Clerk for
filing of the Notice of Exemption.
FINANCIAL IMPACT
The term of this five-year lease begins February 1, 2004 and ends January 31, 2009 with specified
annual rent increases during the term. The lease payment of $986 per month during the first year of
occupancy is approximately the same amount that the Agriculture Department is paying for their
current leased office in Brentwood. The Brentwood lease will be terminated upon the
commencement of this lease.

STREET, KNIGHTSEN FOR THE AGRICULTURE
DEPARTMENT
BACKGROUND
The Agriculture Department's current lease for office space at the City of Brentwood facility located at
724 Third Street expires July 39, 2004. The City of Brentwood requires this space and has advised
the County that the lease will not be renewed. The Agriculture Department requires an East County
office and this 896 square foot office at 3020 Second Street, Knightsen, meets the needs of the
department. The City of Brentwood has agreed to an early termination of its lease upon
commencement of the Knightsen lease.
