SUBJECT: AUTHORIZATION TO APPLY FOR AND ACCEPT FUNDING FROM THE
CALIFORNIA DEPA'RTME'NT OF EDUCATION

RECOMMENDATION,lS):
APPROVE and AUTHORIZE the Community Services Department Director or designee to
apply for and accept funding from the California Department of Education for a total
maximum reimbursable amount of $10,000 for Best Practice Mini Grant in Nutritional
Services for the period from April 1, 2004 through February 28,2005.
FINANCIAL IMPACT:
Funded through the California Department of Education. Funds will be added to the
Community Services Department's FY 2003-04 budget via an appropriation adjustment.
There is no net County cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Division supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in School"
and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by
offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Due to the growing prevalence of childhood obesity,the Contra Costa County Community
Services Department has elected to focus on the development and implementation of a best
practice to teach children to self-select age appropriate portions sizes for their meals served
by Community Services Department Child Care Centers.
The goal of this mini-grant project is to develop and implement a policy that incorporates
the use of appropriate serving sizes in family style dining in the early childhood
development setting.
Approval to apply for and accept funding for this grant will allow the Contra Costa County
Community Services Department staff to design guidelines and interventions to train
teachers and parents on strategies for the promotion of age-appropriate food serving
portions during family style meals at Contra Costa County Community Services Department

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RZCQEMMED ACTION:
Approve and authorize the Health Services Director, or his designee,
(Jeff Smith, M.D. ) , to execute on behalf of the County, Standard
Agreement #29-611-21 (State #04-5003) with the State Office of
Statewide Health Planning and Development, in an amount not to exceed
a total of $51, 615, for the period from July 1, 2004 through June 30,
2007, for continuation of the Family Practice Residency Program.
FISCAL IMPACT:
Approval of Agreement #29-611-21 will result in a total of $51, 615,
payable in the amount of $17, 205 for each fiscal year through June 30,
2007, to represent the expansion of the Family Practice Residency
Program. No County funds are required.
BACKGROMM-LLEMON(S-) FOR REC=ENDATION(S)
Since 1978, the Board of Supervisors has approved subsequent Agree-
ments with the State to provide funds for the County's Family Practice
Residency Program.
Approval of Standard Agreement #29-611-21 will extend the program
through June 30, 2007 and allow the Department to continue the
maintenance of effort levels by training a total of 21 residents in
Fiscal Year 2004-2005, 22 residents in Fiscal Year 2005-2006, and 23
residents in Fiscal Year 2006-2007.
Four certified and sealed copies of this Board Order should be
returned to the Contracts and Grants Unit for submission to the State.

APPROVE and AUTHORIZE the Risk Manager to execute a Contract with Single Source
Consulting, Inc. to provide consulting services for the Risk Manager and Assistant Risk
Manager/Workers' Compensation effective February 1, 2004 through January 31, 2005 in an
amount not to exceed $60,000.
FINANCIAL IMPACT:
Costs for consulting services are funded through the Workers' Compensation Self-insurance
Trust Fund.
BACKGRQUND/REASONS FORRECOMMENDATION:
Single Source Consulting is owned and operated by Tony Su, MBA and ARM. The services are
being contracted to review, evaluate and consult with the Risk Manager and Assistant Risk
Manager/Workers' Compensation. The review will include past and current cost analysis,
strategic recommendations, file assessment and ergonomic recommendations for our workers'
compensation program.

APPROVE and.AUTHORIZE the Community Development Director, or designee,to execute a
contract amendment with Environmental Science Associates, effective January 28, 2004, to
increase the payment limit by$3,000 to a new payment limit of$128,000 to provide additional
changes to EIR for the proposed Contractor Safety Amendment to the Industrial Safety
Ordinance, with no change in the term through September 9, 2004.
FISCAL IMPACT
The cost is covered by revenue received from Environmental Health.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department has contracted with Environment Science
Associates for the EIR for the amendment to CCC Industrial Safety Ordinance Code 450-8.
This contract amendment would allow the services to continue through September 9, 2004 and
increases the contract by$3,000.00 to a new total of$128,000.

SUBJECT: Telecommunications Consulting Services

I. RECOMMENDED ACTION:
Approve and Authorize the Chief Information Officer of the Department of Information Technology or his
designee to execute on behalf of the County an amendment agreement with Simple Choice Communications
Technology Consultants to extend the expiration date of their contract from December 31,2003 to June 30,2004.
II. FINANCIAL IMPACT:
Currently funding has been budgeted for the development of specifications for a County-wide Call Accounting System
and for a replacement telephone billing system.
III. REASON FOR RECOMMENDATION AND BACKGROUND:
DoIT's Telecommunications section has the need for continuing assistance in the de-,elopment of bid specifications
and installation management services for County systems infrastructure. Single Choice has the expertise to
perform the scope of work required and their assistance mill allow the departments to complete their projects in a
timely manner. Endysnion Systems Inc. formally did this work,but they decided to cease providing this kind of
consulting service. The Endyrdon employees who were providing the actual consulting services have joined
Simple Choice. We are recommending executing this contract amendment with Simple Choice so the County ,
doesn't loose the knowledge the consultants have about County Department's telecommunications requirements.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If this request is not approved we will not be able to meet the telecommunication requirements for county departments.
