COUNTY DATE: January 15, 2004 04w TS T ' SUBJECT: APPOINTMENTS O THE ADVISORY COUNCIL ON EQUAL EMPLOYMENT OPPORTUNITY SPECIFIC REQUESTS OR RECOMMENDATIONS&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. RENAME the Women/Minorities/Other seats to "Community" seats. 2. APPOINT the following individual to the County Management Appointee 1 seat on the Advisory Council on Equal Employment Opportunity to complete the current term that will expire November 30, 200 7. Patricia Chappie Assistant Director of Human Resources 651 Pine Street, 3rd Floor Martinez., CA 94553 3. MOVE Kofi Opong-Mensah from a Community seat to the Education seat on the Advisory Council on Equal Employment Opportunity to complete the current term that will expire on November 30, 2004; DELCARE vacant the Community seat and DIRECT the Clerk of the Board to post the vacancy. BACKGROUND: The Advisory Council on Equal Employment Opportunity (EEOAC) was established in July 1991 to serve as an advisory committee to the Board of Supervisors regarding the implementation of the County's Affirmative Action Plan, to review the Affirmative Action Program, and recommend actions to facilitate attainment of the County's goal for affirmative action. The Affirmative Action Officer recommends changing the Women/Minorities/Other seats to Community seats to more accurately reflect the participants in the County's neighborhoods and cities. There are two County management seats on the EEOAC and appointees are nominated by the County Administrator. Ms. Chappie has accepted the nomination for Management Appointee 1 seat. It is, therefore, recommended that Patricia Chappie be appointed to the EEOAC. Community seat member, Kofi-Opong Mensah, met the requirements to fill the Education seat and was recommended by the EEOAC to fill the Education seat. It is, therefore, recommended that Kofi-Opong Mensah be moved to the Education seat. This seat is currently held by Garry Chaban. Mr. Chaban's term of office expires September 30, 2005. BACKGROUND/REASON(S) FOR RECOMM'ENDATIO'NS: Mr. Chaban has resigned from the Advisory Council, and it is necessary to fill this vacancy in an effort to bring the Advisory Council to its required number of active members.
