SUBJECT: AMBER (America's Missing: Broadcast Emergency Response) System

RECOMMENDATION:
ACCEPT status report from the Office of the Sheriff on the AMBER (America's Missing:
Broadcast Emergency Response) System in Contra Costa County.
BACKGROUND:
On December 3, 2002, the Board of Supervisors received an introductory report from the
Office of the Sheriff on the implementation of the Amber Alert system in Contra Costa
County, and the Board requested the Sheriff to make a status report to the Internal
Operations Committee in one year's time.
On December 1, 2003, the IOC received a status report presented by Commander Paul
Clancy, Office of the Sheriff. Commander Clancy reported that the AMBER Alert System
has been activated on five occasions since May 2003 on behalf of other law enforcement
agencies. As a result of these activations, it was determined that more telephone lines.

were neededto accommodate the volume of calls into Sheriffs Dispatch: In addition to
more telephone public telephone lines, a media line was added with instructions for media
contacts, two allied agency lines were added to enable other law enforcement agencies to
have direct access to dispatch services, and a call-forward capability was added to more
efficiently direct calls to the requesting law enforcement agencies.
We are please to report that the Office of the Sheriff experienced no significant problems
With the operation of the system. Additionally, Sheriff staff has developed' a procedural
manual to assist in the operation and training on the use of the system.
Our Committee requested Commander Clancy to make a brief report to the Board on the
Sheriffs experience with the system in the last year.
