The Affordable Housing Finance Committee replaced both the HOME Technical Review Committee and the Housing and Community Development Advisory Committee. The Committee has nine members, including six members of the HOME Technical review Committee. The Internal Operations Committee reviews nominations for appointment to the three County and three Community seats. The 2003 Internal Operations Committee, at its January 12, 2004 meeting, reviewed and approved the nominations to re-appoint Alejandro Krell and appoint Jori Tattersall to the Affordable Housing Finance Committee, and now proffers this recommendation to the Board of Supervisors. Wing - 4th Floor Martinez, CA 94553 Telephone: 925.335.1275 Fax: 925.335.1265 DATE: January 12, 2004 TO: Internal Operations Committee FROM: Dara Douglas, Senior Planner-Housing,% SUBJECT: Recommended Appointments to the Affordable Housing Finance Committee The purpose of this memorandum is to forward to you the following recommendations from. the Affordable Housing Finance Committee (AHFC): * Re-appoint Alejandro Krell as a Community Representative on the AHFC for a terns ending June 30, 2006. s Appoint Jon Tattersall as a County Representative on the AHFC for a term ending on June 30, 2006. A subcommittee of the AFHC interviewed two candidates, Jon Tattersall and Willie Robinson, on December 16, 2003. Both candidates are highly qualified and the subcommittee deliberated for some time over the recommendation. Considerations included the candidate's commitment to affordable housing and area of expertise. Ultimately, the subcommittee felt that Mr. Tattersall would be a more active member of the committee. The AHFC recommends Mr. Krell be re-appointed to the committee based on his history of active and beneficial service to the committee. Of the eight current members, two live in West County, one lives in East County, and the balance live in Central County. Mr. Tattersall currently lives in Central County, but works for a firm that does business in East County. Mr. Robinson lives in West County. Background The Affordable Housing Finance Committee advises the Board of Supervisors on the annual allocation of approximately $5 million in HOME Investment Partnership Act (HOME) and Community Development Block Grant (CDBG) funds for affordable housing development in Contra Costa County. The three city representatives are nominated by the cities in each subregion of the County and approved by the Board of Supervisors. Nominations for county and community representatives are solicited by the Community Development Department. All county and community representative appointments to the AHFC are reviewed by the Internal Operations Committee (IOC) and referred to the Board of Supervisors for approval. AHFC terms are for three years. A',current AHFC roster is attached for your information (Attachment A). Current Status of Appointments There were three vacancies on the AHFC due to term expirations as of June 30, 2003: • Community Representative • County Representative • City Representative (gest County cities) In June, the Community Development Department (CDD) initiated a process to recruit applicants to fill the vacant seats. A press release was distributed to major news media in the County and, posted on County bulletin boards. The Department received applications from current members Lori Trevino (West County cities) and Alejandro Krell (Community) to continue serving. The West County cities recommended re-appointing Ms. Trevino, which was done by Board action on October 14, 2003. The AHFC recommends Mr. Krell be re-appointed as well. In September another recruitment was undertaken. Applications were received. from Jon Tattersall and Willie Robinson. A sub-committee of the AHFC interviewed both candidates. Both candidates are highly qualified and the committee ultimately recommended Mr. Tattersall. Background The Advisory Council on Equal Employment Opportunity was established by the Board July 9, 1991. The 2003 IOC approved, on January 12, 2004, the preceding recommendations of the Homeless Continuum of Care Advisory Board and recommends approval by the Board of Supervisors. Fish and Wildlife Committee January 12, 2004 Internal Operations Committee Page 2 BACKGROUND: The Fish and Wildlife Committee was established in December 1994 to advise the Board of Supervisors on fish and wildlife issues within the County including issues of enforcement of fish and game laws within the County, and to make recommendations for the expenditure of funds from the Fish and Wildlife Propagation Fund. The Fish and Wildlife Committee consists of ten appointees of the Board of Supervisors: one nominated by each Supervisor, and four At Large seats plus one Alternate nominated by the Internal Operations Committee. The Board of Supervisors on October 14, 2003, appointed James Townsend to the Alternate At Large seat on a conditional basis, pending a posting of a vacancy and an open recruitment process to fill the vacancy. As a result of recruitment, two new applications were received and a new nomination was forwarded to our Committee and subsequently approved. Our Committee now recommends approval of Mr. Morris's appointment by the Board of Supervisors. Of these' 10 total positions, five are nominated by individual members of the Board of Supervisors, and five are At- Large positions nominatedby the Internal Operations Committee of the Board of Supervisors(including' the "Alternate to At-Large" seat). The Alternate-to-At-Large seat became vacant on-October 16, 2003' when the Board of Supervisors appointed the previous Alternate to At-Large seat to the At-Large seat.' The Fish and Wildlife Committee(FWC)met on November 19,2003,to consider a recommendation to the Board of Supervisors' Internal Operations Committee on filling an Alternate to At-Large seat on the FWC.' In September, the FWC submitted a recommendation to the IO Committee to appoint Ms. Linda Haysj Sanders, the former Alternate to At-Large seat, to the At-Large seat. At the same time, the Committee reviewed sixteen applications to make a recommendation to appoint one individual to be Alternate to At- Large, a vacancy created by Ms. Sanders leaving the Alternate to At-Large seat. The FWC selected Mr. James Townsend for the position and sent its recommendation to the 10 Committee. However,staff was notified that a vacancy notice should have been posted forten bays before making any new recommendations to the IO Committee. This resulted in canceling the recommendation that was made by the FWC to appoint Mr. James Townsend to the Alternate to At-Large seat. The vacancy announcement was posted for ten days in October after Ms.Sanders was appointed to the At-Large seat by the Board of Supervisors. During the ten-day period of time,the FWC received two new applications. This required the Committee to consider these two new applications,in addition to the sixteen applications that were reviewed in August. On November 19=", after reviewing all eighteen applications,the FWC concluded to recommend Mr. Brett J.Morris, one of the two new candidates and an individual with more than five years of past service on the FWC,for the Alternate to At-Large position(6-0 vote, 3 absent). It comprises 25 youths between the ages of 12 and 18 who reside or attend school in Contra Costa County. The IOC reviews nominations for up to ten At Large seats. The 2003 IOC reviewed and approved the preceding nominations at its January 12, 2004 meeting and recommends appointment. Countywide Youth Commission At-Large Appointments for 2003-05 The Countywide Youth Commission (CYC) Appointments Committee has made its recommendations to fill vacant At-Large Seats. The Appointments Committee solicited applications from the public for an estimated 4 to 10 At-Large Seats in May 2003. The Appointments Committee received approximately 25 applications. Each applicant was contacted via US Postal Mail to attend an interview with the Appointments Committee. These interviews were held on July 7t'and July 22"d. After each applicant was interviewed, the committee then discussed and ranked their recommendations for At-Large Positions. Applicants are recommended based on 1) community involvement; 2) awareness of the needs in their community; 3) passion, dedication, and commitment to youth issues; 4) personalitylability to connect with others; and 5) ability to enhance the CYC. Those applicants not selected would be ranked and placed on a reserve list in case the need arose to fill vacancies. With several vacancies currently on the CYC, we reviewed applicants from our previous interviews and would like to appoint candidates from that list. We believe that the candidates are well qualified and would suit the needs of the CYC. It could never happen to me. But it can. And.l realized that through a series of high school oriented programs, For example, the 15 minutes p.ro rain visited Northl atc High School not very long ago. Although the program was mainly for juniors and seniors,there was always a special assembly put for the all classes. As T was listening to guest speakers, I realized that every teen is in danger some how. Another important issue is education. Pregnant teens drop out of high school,and failing students take a GED(General Education Development)test and get out as fast as they can. It seems like no one is trying to get a high school education. And that bothers me. We are the future, what's going to happen if all we see are drug-users and young mothers trying to get a decent job while fending For their baby's lives. It bothered me that only a few teens had enough hopes and inspiration to continue a college education, Education is important to me,and I try to make up for.it by working.hard.in school. An issue that always bothered even as a.kindergaatner is discrimination (race, disabilities, stereotypes etc.). As an American boric Chinese, there are always those few stereotypes that everyone nay racer can relate to, And now,as a freshman, I'm learning more, English teachers are focusing on books such as H&dLBQy(by Rich.arrd Wright)and T Kill a Mnckinf~bird (by Harper Lee). Berth books bring out racism in the past and analyte the importance of the future and the past. What do you call a Mexican with a job?A janitor. These cynical comments and the world's newfound"high," has caused people around the Bay Area to see everyone in a different outlook. Even I sometimes have to alter my opinions to ht people's satisfactions, I hope I can emphasize the importance of equality in a youth society, Whether it be drugs, education, or discrimination. it seems tike nothing is permanent and everything changes,except change. 3. As a CYC Commissioner, I can help to address these issues through The Bridge. I take part in Northgate's school newspaper, t he Sentinel,and also love to write for different programs. I love to volunteer and am currently a member of Northgate's CSF(Cali b-mia Scholastic .Federation), We do volunteer work every month for small organizations. Last month, CSF took part in Adopt-,a-Beach, where we cleaned up local beaches of trash and debris. I'm also a student supervisor;at Kaiser Volunteer Program., Walnut Creek, where I offer my services to patients and employees.
