BACKGROUNDt The Employment and Human Services Department(EHSD) is requesting authority to apply for a one year grant from Irrational Center for Senior; Housing Research in cooperation with the Administration on Aging in the amount of$15,000 for the Assistive Technology and Aging in Place demonstration project. This project will be a collaboration between the Aging&Adult Services' Outreach program and a community-based organization(s). The goal of the program is to educate older adults regarding assistive technology that can enhance the possibility of aging in place, ease caregiver responsibility and assist meeting the demands of daily living. Older adults will be surveyed regarding what needs they may have that are not met through the current available assistive technology. If funded this project will: • Increase older adults knowledge of available assistive technology, • Provide information regarding accessing available assistive technology, and, • Survey older adults regarding assistive needs that are not met. Project to be staffed by current EHSD staff and housed in the EHSD Aging and Adult Services Bureau, the Assistive Technology and Aging in Place demonstration project will contract with a community-based organization to create and implement an outreach program to the older adult community. Outreach activities will include, demonstration of selected assistive devices and distribution of literature regarding how to access such devices. Working together, the staff assistant and the community-based organization staff member will schedule educational sessions throughout the community. Presentations will increase awareness of assistive devices and of the services available through Aging and Adult Services and a community. BACKGROUND: The Dispute Resolution Program Act of 1986 (Business and Professional Code Sections 465,et seq.)provided for the establishment and funding, at County option, of local dispute resolution services as an alternative to formal court proceedings. The Act authorized participating counties to increase jSuperior, Municipal and Justice Courts filing fees from one to three dollars for the purpose of funding the local dispute resolution programs. Page Two (2) January 20, 2002 On January 1, 1987, the Board approved the County's participation in the program and authorized a three dollar increase in court filing fees. The Dispute Resolution Advisory Committee was created by the Board to consider implementation strategies and funding guidelines appropriate for Contra Costa County. From 1989 through 1998, the Advisory Committee solicited proposals for funding under the Dispute Resolution Programs Act of 1986. The purpose of the funding is to encourage the establishment and use of local dispute resolution services as an alternative to formal court proceedings. The program operates under the provisions of the Dispute Resolution Programs Act. The Committee formed a County Dispute Resolution Network, which is composed of a representative from each of the funded program agencies. It meets periodically and coordinates County-wide training, advertisement and services. In 1998,the State reissued the California Dispute Resolution Program Act and authorized counties to allocate up to$8.00 from filing fees to generate new revenues for these local programs. Effective January 1, 1999,the dispute resolution portion of the civil filing fee in Contra Costa County increased from $3.00 to $8.00. The increase was approved by the Board of Supervisors pursuant to a request by the Superior Court. The Dispute Resolution Advisory Committee received seven applications in response to a Request for Proposals issued on November 4, 2003. The Committee met on January 7, 2004,to consider funding of the County's dispute resolution programs. The Advisory Committee voted to fund the seven programs at the specified levels. The following is a brief description of each program: GENERAL DISPUTE RESOLUTION STANDI The Teen Conflict Management Program will provide a school-based violence prevention/dispute resolution education program to adolescent youth in schools throughout Contra Costa County. California Community Dispute Services will act as a mediating structure between the justice system (courts, police, probation, and other agencies) and the community—alternatives include facilitation, mediation,and arbitration services. Train and/or provide support services to volunteers, provide general public relations and outreach efforts to educate the community. Center for Human Development/Conflict Resolution Panels will provide direct conflict resolution services including education, information, conciliation, referrals, and mediation in at least 27 cases each month, serving approximately 900 individuals. Train 30 community members in conflict resolution;conduct at least 20 presentations to community groups, businesses, law enforcement agencies,and governmental agencies to educate them about conflict resolution and CRP's services; provide for-fee conflict resolution training to at least 3 organizations; and initiate a series of Community Education Forums. The Congress of Neutrals will provide same-day mediation services for civil harassment and unlawful detainer cases at the Pittsburg Court. SMALL CLAIMS MEDIATION Center for Human Deve_I_apment will provide direct conflict resolution services including education, information, conciliation, referrals,and mediation in at least 20 cases each month for litigants of the Walnut Creek Small Claims Courts. Additionally, they will provide additional specialized Small Claims Court training to a group of experienced volunteer mediators, and work with judges and clerks to maintain a uniform and efficient referral system. The Congress of Neutrals will provide 500 small claim mediations, reaching a minimum of 2,000 community members, at the Pittsburg Court. Ms. Rosete has more than ten years of technical project management experience,business analysis, help desk, and information technology consulting. She was selected from a competitive procurement, Request for Interest (RFI)#201, Summer 2003. BACKGROUND: Consulting to the department's Children and Family Services Bureau, Mr. Hurley will plan and facilitate the California children and family services review(C-CFSR) and assist with the child welfare redesign effort. Services include developing and facilitating work plan,writing initial drafts for the County Self Assessment Plan and System Improvement Plan, completing final drafts for the C-CFSR, facilitating meetings of the Self Assessment Team, and providing support and training to the change management process. Mr. Hurley has prior experience assisting the department to implement the county's redesign plan. His specialized knowledge and experience will assist the department to meet its requirements for the state's child welfare redesign plan.
