FISCAL IMPACT; Service Integration Program to receive $125,000. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): Since February 2001, the Service Integration Program has overseen the Verde Involving Parents (VIP) Program at Verde Elementary School. VIP has contributed to a significant improvement in Verde's school attendance rates (from under 89% in 1999/2000 to 93.4% in 2002/03) and Academic Performance Index (API) scores (from a Base API of 315 in 1999 to a Growth API of 570 in 2003). VIP also has galvanized greater parent involvement in the school and improved student behavior, Through this contract, the VIP Program will maintain current levels of service delivery at Verde Elementary School to support higher student attendance, fewer student tardies, improved student behavior and greater parent involvement. In addition, the VIP Program will provide technical assistance to other WCCUSD elementary school on how to replicate VIP's strategies. (#29-002-135) FINANCIAL IMPACT Per California Department of Aging Agreement(FF-0304-07) County to receive additional funding in the amount of$295,500 for a total agreement amount of$3,085,090. No additional County cost. The Employment and Human Services Department, Aging and Adult Services,Adult Area on Aging(AAA) provides services to low income, older residents of Contra Costa County as defined in Title III of the Older Americans Act. Services include,but are not limited to, disease prevention and health promotion, nutrition counseling and nutrition risk screening services,mediation management, and information through multipurpose senior centers, congregate meal sites, home delivered meal programs, or at other appropriate sites. Title VII of the Older Americans Act provides for elder abuse prevention and ombudsman services. BACKGROUND- The Workforce Development Board of Contra Costa County is applying for grant funds from the San Jose State University Foundation to provide Small Business Development Center(SBDC) services to business owners in Contra Costa County. The SBDC will provide individual business consulting, training, information and referral, outreach and marketing, and business counseling services on the formation, management, financing and operation of small business enterprises to existing and potential small businesses countywide. Additionally, the SBDC will foster relationships with entities representing Special Emphasis Groups to increase the number of clients served in those populations. Assisting businesses to grow, expand, increase productivity, and improve business management skills, the Small Business Development Center will maintain cooperative agreements with other service providers (e.g., colleges, universities, economic development corporations, local government agencies) and i crease the small business sector's contribution to the economic development in Contra Costa County.
