SUBJECT: Formation of Motivated Officials Vying to Expedite Improvements in Transportation
MOVE IT task force for East Contra Costa Count
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
I. AUTHORIZE the Chair of the Board and the District III Supervisor to form a task force
of representatives from all levels of government called Motivated Officials Vying to
Expedite Improvements in Transportation (MOVE IT), which will be charged with
designing a strategy to provide traffic relief for residents and businesses in East
Contra Costa County; and
2. DIRECT Community Development and Public Works departments to provide staff
support to the MOVE IT Task Force.
FISCAL IMPACT
Cost of this project could run to$20,000. Initially the efforts must come from existing resources
from Community Development and Public Works. Public Works is in the process of
contributing $20,000 in Road Funds to a study jointly funded by Alameda County and San
Joaquin County that will evaluate issues and stakeholder interest for implementing the State
Route 239/Brentwood-Tracy Expressway project. $20,000 would be sought from the budget
for Unfunded Mandates to fund County staff or consultant support to the task force. Staff or
consultant support would include sending out agenda materials for one-year, drafting
communications to follow-up on the actions of the task force, handling logistics for meetings,
providing a status report on the five transportation projects of interest, and assistance with
economic development issues,
BACKGROUND/REASONS FOR RECOMMENDATIONS
Many of our public leaders recognize the challenges that traffic congestion has placed on
residents and businesses in East County, where 48% of our county's new development
has taken place during the last decade. In addition to affecting frustrated commuters,this
excessive congestion is also creating real road blocks for East County communities as they
try to attract new businesses, new jobs and promote a stronger eco for the area.

Success at speeding up transportation improvements, supporting eBART and relieving
traffic congestion will be greatly enhanced if we develop a common strategy that Federal,
state, and local government can follow,working closely together to achieve these important
goals.
The MOVE IT Task Force would be composed of the following representatives or their
alternates:
1. Mayors of the Cities of Pittsburg, Antioch, Oakley and Brentwood;
2. Assemblymen Joe Canciamilla and Guy S. Houston;
3. Senator Tom Torlakson;
4. Congressional Representatives Ellen Tauscher, George Miller and Richard
Pombo, Senators Barbara Boxer and Diane Feinstein;
5. Supervisors Federal Glover and Millie Greenberg;
6. Supervisor Scott Haggerty;
7. BART Director Joel Keller;
8. Member, San Joaquin County Board of Supervisors;
9. Office of the Secretary of Business, Housing and Transportation Agency; and
10. Interested cities in Alameda and San Joaquin counties.
The agenda of the MOVE IT Task Force will be to:
1. Promote the highway and transit improvements to assist in relieving traffic
congestion and promoting economic development in East County;
2. Estimate the costs for these improvements;
3. Identify a financing strategy to pay for these improvements;
4. Develop a timetable for implementing these improvements; and
5. Develop an Action Plan to promote this strategy to the planning and
implementing agencies.
While there are many ongoing efforts in the field of transportation at MTC, BART, the
Contra Costa Transportation Authority, the Highway 4 Bypass Authority, the Transplan
Committee and in the cities and County, none of these efforts are concentrated on an
East County strategy that recognizes all of the improvements needed in East County,their
implementation and how they relate to the area's economic well being. In recent years we
have seen the development of projects such as the Capital Corridor rail line, part of the
Highway 4 Bypass and other projects, in which a team of interested officials joined
together in a common effort to get the job done.
Our transportation needs require a larger team, and as the Board's representative on
CCTA, State Route 4 Bypass Authority,Transplan Committee,and the East County Fee&
Financing Authority, I will seek their cooperation on MOVE IT to work together in
completing the following highway, bus and rail improvements for East County:
• Highway 4 widening from Railroad Ave. to Route 160;
• Vasco Road and Byron Highway widening;
• Route 4 Bypass, remaining segments; and
• eBART and feeder buses.
Economic development activities are occurring in the cities, via the DeltaSix group. The
Shaping Our Future Project also encouraged a more collaborative approach to economic
development among Contra Costa jurisdictions. The MOVE IT Task Force would
coordinate a regional strategy to support these ongoing efforts and 'would work to
coordinate transportation improvements for East County's economic development needs.
I strongly believe that we can jointly develop a strategy we all agree on both relieve
traffic congestion and improve the economic climate of East County, I ',will devote my
efforts to making MOVE IT happen.
