BACKGROUND: On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday in December. ACCOMPLISHMENTS • Outlined roles/responsibilities of alternates appointed to Commission, • Instrumental in seeing that paramedics, when working overtime recall at a non-paramedic station, are now equipped to serve in that capacity for duration of shift (i.e., station brought up to ALS status). Continued study of maximum consecutive work hours allowed for suppression personnel. This continues to be a great concern. Meetings are held at the Contra Costa County Schools Insurance Group Conference Room in Pleasant Hill. Activities: The EMCC, over the four(4)meetings in the past year, kept its membership informed in the following areas: • Public Access Defibrillation programs ■ EMS System review and planning process ■ First Responder Paramedic programs • Prehospital personnel standards, protocols and policies ■ Health Services disaster and bioterrorism preparedness efforts • ReddiNet-EMS/hospital communications system ■ Paramedic Interfacility Transfer Program • DMAT (Disaster Management Assistance Team) CA-6 activities ■ Advisory committee activities including the EMCC's Facilities and Critical Care Committee,the EMS Medical Advisory Committee and EMS Hospital Disaster Forum. • Flu season planning • Emergency Department Diversion • Trauma system funding IL Accomplishments Formulated recommendations for the Board of Supervisors with respect to the Fitch Report findings and suggestions for integrating the EMS first responder and transport system in a cost neutral way. These recommendations were developed following an extensive review process, which included two special EMCC meetings. Recommended that the Board of Supervisors direct reinstatement of the ability of ER Director's and their designates to place 72 hour psychiatric holds in accordance with Welfare & Institutions Code 5150, following presentations by the Alameda Contra Costa Medical Association, community physicians and others. III. Attendance/Representation The EMCC is a multidisciplinary committee with membership consisting of member representation of specific EMS stakeholder groups and organizations plus one consumer member nominated by each Board of Supervisor member. There are 27 member seats on the EMCC. Three seats were vacant due to no nominee submitted by the American Red Cross, CC Police Chiefs' Association* or by Community Awareness and Emergency Response (CAER). "Although this group does not have a formal representative,the California Highway Patrol Representative sits on the CC Police Chiefs'Association,so is in a position to provide EMCC and EMS related information to the other local police chiefs. Contra Costa County EMERGENCY MEDICAL CARE COMMITTEE Twenty-two of the 24 EMCC representatives were regular participants. One alternate position may be appointed for each representative to serve during a representative absence; 12 alternates have been appointed. A quorum was achieved at each of the 4 EMCC meetings in the past year. Attendance record sheet attached. IV. Training/Certification Each EMCC representative and alternate representative was given a copy of the Advisory Body Handbook and copies of the "The Brown Act and Better Government Ordinance - What you Need to Know as a Commission, Board or Committee Member" and Ethics Orientation for County Officials"videotapes. Responsibilities of County Boards were discussed including the responsibility to view the videotapes and submit signed certifications. Certification forms were received from 17 of 24 of the representatives and 7 of 12 alternates. V. Proposed Work Plan/Objectives for Next Year Report to the local EMS Agency its observations and recommendations relative to its review of: • Ambulance and paramedic services • Emergency medical care and first aid practices, including the education of people about the benefits of cardiopulmonary resuscitation and lifesaving first aid techniques. This year early defibrillation will be highlighted. Michael Kent, Contra Costa Health Services Reporting Period: January-December 2003 ACTIVITIES ➢ The Hazardous Materials Commission's major goals in 2003 were to: ➢ Complete the review and revision of the Industrial Safety Ordinance. ➢ Participate in the County's implementation of the Environmental Justice Policy in conjunction with activities by the CAD's Office, County staff and the Board of Supervisors' Ad Hoc Task Force. ➢ Continue to monitor and improve the County's Drug Lab Cleanup Policy. ➢ Improve the hazardous materials incident checklist. ➢ Evaluate policy options around dioxin reduction strategies ACCOMPLISHMENTS On January 28, 2003, the Hazardous Materials Program submitted its annual report to the Board of Supervisors on the Industrial Safety Ordinance. At that meeting, the Board asked for suggestions from County staff for amendments to strengthen the ISO. On March 18, 2003, the Hazardous Materials Program advised the Board of some general areas for proposed amendments, and the Board requested the staff to develop specific language to be reviewed by the Public and Environmental Health Advisory Board and the Hazardous Materials Commission. The first version of the recommendations was submitted on April 24, 2003. The Planning and Policy Development subcommittee reviewed the language on June 18, August 20, and September 17. The Commission reviewed the recommendations on September 25 and approved them on December 4, 2003, The Hazardous Materials Commission's Internal Operations subcommittee worked with the Environmental Justice Coordinator hired by the County to develop an implementation plan for the Environmental Justice Policy. The implementation plan, including a public participation component and a pilot project focused on illegal dumping, was submitted to the Board of Supervisors Ad Hoc Task Force in July 2003. The Board of Supervisors received the plan on September 23, 2003. Members of the Commission have continued to attend the Ad Hoc Task Force meetings and are Members: Leslie Stewart-Chair, Pane Aguilar, Maria Alegria, Scott Anderson, Henry Mark, Sharon Fuller, ErtingHorn, Frank Gordon, Mari Leeds, Stephen Linsley, Jim Payne, Michael Polkabla, Jimmy Rodgers 20 Allen Street,Martinez,CA 94553 Phone(925)370-5053 Fax(925)370-5098 reviewing, and commenting on the plan's progress. The Commission commented on the development of environmental justice policies at the state level, which may affect Contra Costa County. The Hazardous Materials Commission.is still very concerned about potential exposures and health effects to current and future residents of homes,hotel rooms, and other dwellings that have been used to manufacture illegal drugs,most notably methamphetamine. The Commission's Planning and Policy Development subcommittee has continued to work with County staff on the County's Drug Lab Cleanup Policy,and will continue to do so until a policy is adopted. Due to a very small number of incidents necessitating the use of CAN and the Community Warning System, the hazardous materials incident checklist has not been utilized much in 2003, and so far the Commission has not identified any changes to be made. The Commission postponed evaluation of policy options around dioxin reduction strategies until information is available from the state on monitoring programs for dioxin. This information is expected to be available by early 2004. ATTEIN-3ANCEIR.EPRESENTATION The 13-member Commission has members from organized labor, environmental groups, industry, cities, environmental engineering firms, and the public at large. The Commission has membership from all regions of the County. All seats on the Commission were occupied this year. The Commission held 5 meetings this year, as well as 10 meetings of the Operations subcommittee and 10 meetings of the Planning and Policy Development subcommittee. All of the full Commission meetings obtained a quorum, with an average of nine of the 13 members or their alternates being present at these meetings. In addition, many times both a Commissioner and alternate for a given seat attended Commission or subcommittee meetings,which is an indication of interest and involvement in Commission activities. TRAINING/CERTIFICATION No training or certification was provided or conducted. PROPOSED WORK PLANIOPJ-ECrIVES FOR NEXT YEAR. Next year the Commission intends to continue monitoring the Environmental Justice Policy and the pilot project on illegal dumping, as well as how state Environmental Justice policies are applied to the County. The Commission also plans to complete the evaluation of policy options around dioxin reduction strategies and consider the application of the Precautionary Principle to County policies. The Commission will discuss ways to better inform the public about hazardous materials issues such as mercury levels in fish. Additional new goals may be developed through a Commission retreat early in 2004. The Commission will also respond to any requests from the Board of Supervisors and continually evaluate emerging issues. 2
