Approval of Contract $#24-928-7 with Fred Finch 'Youth Center SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Contract #24-928-7 with Fred Finch 'Mouth Center, a non- profit corporation, in an amount not to exceed $758,922, to provide school and community based mental health services for Seriously Emotionally Disturbed students in the Mt. Diablo Unified School District and their families, for the period from January 1, 2004 through June 30, 2004. This Contract includes a six-month automatic extension through December 31, 2004, in an amount not to exceed $758,922. FISCAL IMPACT This Contract is funded 50% by Federal FFP Medi-Cal Funds and 50* by State EPSDT Funds. No County funds are required. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and. Adolescent Functional Assessment Scale (CAFAS) . On December 2, 2002, the Board of Supervisors approved Novation Contract #24-528-6 with Fred Finch Youth Center for the period from July 1, 2002 through June 30, 2003 (which included a six-month automatic extension through December 31, 2003) for the provision of school based mental health services. CHILDREN'S IlQ1PACT STATEMENT: This Alcohol and Drug Abuse pre=vention program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and"Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACKGRt 1L_N/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides specialized substance abuse prevention programs so that youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self sufficient, and return to their families as productive individuals. On June 24, 2002, the Board of Supervisors approved Contract#74-2016 with Bay Area Community Resources for the period from May 15, 2003 through December 31, 2003, for the provision of drug abuse prevention services in 'Nest County for the Rodeo Project.
