ACKNOWLEDGE that on December 15, 2003, the deadline date for submission of applications, the General Services Director, or designee, on behalf of the County, applied for FY 2004105 Community Development Block Grant (CDBG) funds to replace the roof of the County owned building located at 323 2nd Street, Rodeo. 2. CONFIRM and APPROVE this action. FINANCIAL IMPACT Replacement of the roof at the above premises is estimated to cost $27,000, of which $20,250 is being requested through the Community Development Block Grant Program. BACKGROUND The County assumed title to 323 2nd Street, Rodeo in 1982 after the property owner, the Carquinez Coalition, a private non-profit corporation disbanded. CDBG funds financed the property acquisition by the Carquinez Coalition. The County took title to the property because CDBG regulations required that title be held by a public entity. The County has no programs located at this site. Since 1989, the premises has been leased to the YMCA of the East Bay at a rental of$100 per month for provision of child day care programs. The YMCA receives funding from the State Department of Education for its day care program. In accordance with the provisions of the lease agreement, the County maintains responsibility for the roof. CDBG funds are being requested to fund 75% of the total $27,000 estimated cost to replace the roof. FINANCIAL. IMPACT: This grant would require a $50,000 match, which is currently budgeted in the County Plant Acquisition budget for accessibility improvements. BACKGROUND: In FY 2002-2003, the CACI applied for and received a CDBG award to survey County facilities and identify barriers to access for persons with disabilities. The survey identified a number of such barriers in the County Administration Building and North Wing. Public access to the County Administration Building is a high priority given the important activities that take place in the building, such as meetings of the County Board of Supervisors. Period January 1, 2004 through June 30, 2004 is included in FY 2003-04 budget. Period July 1, 2004 through June 30, 2005 to be included in FY 2004-05 budget. Period July 1, 2005 through December 31, 2005 to be included in FY 2005-06 budget. REASONS FOR RECOMMENDATIONS/BACKGROUND: On June 17, 2003 the Board of Supervisors approved the 2004-05 Community Action Plan. Approval of CSBG State Standard Agreement#04F-4433 will provide funds for CSBG self-sufficiency programs and emergency services for eligible county individuals and families. The funding amount of $163,743 reflects a one-quarter allocation based on the prior year (Program Year 2003) allocation. The Department of Community Services and Development (State) has not received notice on the final federal CSBG allocation for California, thus, the State is forwarding the one-quarter allocation until the final federal budget is approved. An amendment will follow after the federal appropriation is approved and California is advised of its grant award. The contract period is January 1, 2004 through December 31 005, reflecting a two-year contract period.
