After conducting interviews, the MHAC nominated the following individuals for appointment: ➢ Sanford Wichner (current member) — Recommend reappointment. Greg Enholm— Recommend appointment. ➢ Ken Brans — Recommend appointment with reservations about his ability, as an At- Large member, to maintain the balance on the MHAC between park owner/manager and park resident, in light of the fact that he is an attorney who represents park owners in Contra Costa County, including some on the MHAC. Just prior to the Internal Operations Committee meeting on December 15, the IOC received a letter, attached, from Ken Brans, indicating that a District seat appointment may be more appropriate for him since he is an attorney who represents park managers and owners. As Mr. Brans is a resident of District 111, the IOC suggested to him that he contact Supervisor Greenberg, and directed staff to forward his application to her for consideration. Concurrently, At Large incumbent Cheryl Hune requested to be reappointed. She stated that she did not submit an application prior to the deadline because she was undecided at the time. However, she is now interested in continuing her service as an At Large member and our Committee recommends her for re-appointment. The Contra Costa County Board of Supervisors is seeking individuals who are interested in serving on the County's Mobile Home Advisory Committee, The Committee's role and responsibilities are as follows: a. To advise the Board of Supervisors on policies and issues relating to mobile home parks in the unincorporated area of the County. b. To work with mobile home park owners and residents to improve resident/owner communications and resolve problems and conflicts in mobile home parks. c. To provide a forum for resident/owner discussion of perceived problems in mobile home parks when other means of communication have broken down. d. To investigate problems of park maintenance and work with residents, park owners, and County staff to resolve identified problems. Regular meetings of the Mobile Home Advisory Committee are held on the third Thursdays of each month at 2 p.m. in a location to be announced prior to the meeting. Members shall serve without compensation. During the term of office, each member shall reside or work in Contra Costa County. Members shall serve at the pleasure of the Board of Supervisors. There are thirteen members on the Mobile Home Advisory Committee. This particular opening is an At-Large position which is a member representing the public and is to be neither a mobile home park resident nor owner. The term is for four years, beginning January 1, 2004 and ending December 31, 2007. I have also just received a copy of the materials which are identified as the "IOC Packet 12/15/03 9:15 a.m. Item(b) " . It appears that the Mobile Home Advisory Committee has nominated me to fill a position as a "Member At Large" for District'. II presently occupied by Cheryl Hune. I also note that the Mobile Home Advisory Committee has stated in its recommendations to the IO Committee prepared by Debbie Gorman that while my appointment is "recommended" it is "with reservations about his ability as an At Large member, to maintain the balance on the MHAC between park owner/manager and park resident, in light of the fact that he is an attorney who represents park owners in Contra Costa County, including some on the MHAC." In reviewing the current composition of the Mobile Home Advisory Committee I note there is a vacancy in District II for an owner representative which has been vacant since January 2001. The previous representative was (now) Judge Theresa J. Canepa. In fact Judge Canepa's family owns a park which I presently represent. Additionally I represent at least one other park owner in that district, Scott Carter. while my office is located in Martinez, my home is located in Alamo, which is District III which District also has no owner representative. I believe it would be more appropriate that I be appointed to the presently vacated position in District II or District III for an owner since my services as an attorney are, as indicated in my application form, provided to mobilehome park managers and owners . Appointing me to the District II owner slot will also allow Cheryl Hune to remain as the At Large member in District II which she has advised me today she wishes to continue to occupy. The Executive Committee has review their recommendations, and authorized the submittal of the following: It is the recommendation of the Executive Committee of the Managed Care Commission that the Robert Carver be appointed to the currently vacant Member-At-Large seat. Mr. Carver is a retired actuary, formerly with Blue Shield of California. The Executive Committee believes that his unique perspective on the financing of comprehensive health care would be a tremendous asset to the Commission.
