RECOMMENDATION:
PRESENT the 2003 Departmental Award for Excellence to the County Clerk Recorder
Department, Stephen L. Weir, Clerk-Recorder.
BACKGROUND:
In 1985, the Board of Supervisors established a program for recognizing outstanding
performance by County departments. Each year, the Board acknowledges a department with
the Award of Excellence. This year, the award recognizes the accomplishments of the County
Clerk-Recorder, as the department that played a critical role in the State's Special Election held
on November 4, 2003.
The Clerk-Recorder maintains and preserves all official records and indices relating to property
and vital records in Contra Costa County. The Elections Division of the Clerk-Recorder is
responsible for conducting elections in a fair, accurate and timely manner including: maintaining
high levels of voter registrations, conducting voter outreach programs, issuing and processing
absentee ballots, preparing and mailing sample ballot materials, recruiting and training election
officers to staff polling places, locating and inspecting polling places, and maintaining precinct
and district/city file databases.
With the foresight and guidance of Clerk-Recorder, Stephen Weir, Contra Crista County served
as a leader in planning and conducting California's 2003 Special Election. The unprecedented
recall election required a substantial amount of planning and preparation to accommodate the
unusually large ballot and anticipated high voter turnout. Mr. Weir was called on by his

colleagues statewide for advice and became the designated spokesperson for California
counties, working closely with California's Secretary of State. His intense involvement in the
Special Election led to Mr. Weir being sought after and quoted in the Los Angeles Times, the
Wall Street Journal, and the Washington Post. Encountering the new challenge, the Elections
Division performed its constitutional function with extraordinary diligence and professionalism,
and staff demonstrated a personal commitment to their work beyond basic requirements to
inspire public confidence in the elections process and results.
The Clerk-Recorder's Office has been an innovator and pacesetter among County departments:
the Clerk-recorder was the first to implement e-commerce and other interactive applications on
its website, the first to offer credit card payment transactions, and the first to use digital imaging
for public records. One of the foremost in his field, Mr. Weir, earlier this year, achieved
accreditation as a Certified Elections/Registration Administrator (CERA); of more than 21,000
elections and voter registration officials through America, only 244 have achieved the CERA
status.
Coupled with excellent performance, all divisions of the Clerk-Recorder Department have
controlled expenditures and consistently performed their mandated functions in a cost effective
manner. Mr. Weir is a problem solver and will not bring problems to the table without bringing
multiple options for solutions. At the foundation of Mr. Weir's management style is his high level
of personal and professional integrity, which reflect the core values of the County, as an
organization.
The Clerk-Recorder, his management team, and his staff undertake their professional and legal
mandates with unusual dedication, and administer a high volume workload on a daily basis with
few complaints and minimal controversy. The Department enjoys an outstandingreputation
throughout the state, and Stephen L. Weir and the entire staff of the Clerk-Recorder's Office
deserve recognition for bringing a high level of commitment and energy to their duties, and for
serving as a model to which all County departments may aspire.

SUBJECT: EMPLOYEE/MANAGER OF THE YEAR PROGRAM '
Throughout the County,there are many employees who exemplify the best in public
service. We would like to recognize and honor those employees through the newly
reinstated:annual Employee of the Year award and Manager of the Year award.
Nominees and award winners will be acknowledged at a regular Board meeting. All
nominees will receive certificates. Awardees will receive a special commemorative gift
and will have their names engraved on a permanent plaque located in the foyer of the
Board of Supervisors Chambers.
In order to institute the award in 2003,we need to move rather quickly and,therefore,
would appreciate your prompt attention to this request for nominations no later than.
December 17th.
We are accepting one nomination from each department in each of the two categories,
Employee of the Year and Manager of the Year. Please see the attached criteria and
nomination forms. You may use any process you feel is appropriate to finalize your
department's nominations.
I recognize that some of the largest departments may be disadvantaged in this process,
with only one nominee per department per award. However, I hope you can recognize
and appreciate the difficulty of ether approaches at this time.

Employee of the Year: Nora LaPointe
For the past 39 years, Nora LaPointe has served Contra Costa County as a
dedicated library employee. She has worked in several library branches as
a Clerk and as a Library Assistant. Throughout her career with the County,
she has selflessly devoted her time to the needs of the citizens, providing
the highest level of customer service. Her co-workers describe her as the
"heart and soul of the library," inspiring all who know her.
Nora has especially shown her devotion to the Project Second Chance adult
literacy program, which she has been involved with since its creation 20
years ago. She has worked to ensure that the program continues to exist in
years when there is no Program Director or Student-Tutor Coordinator,
taking on their responsibilities single-handedly: writing grants, purchasing
tutoring materials, and supervising volunteers. She knows all the tutors and
students personally and goes the extra mile to help them not only with basic
literacy, but also with typing up forms and using the internet to search for
jobs.
Nora consistently performs above and beyond the duties of her';job,
pioneering innovative new programs. During the past year, she recognized
the approaching 90h birthday of the County Library. On top of all her other
responsibilities, Nora took the initiative to raise awareness in the
community, plan celebratory events, and create a "buy the library a birthday
present" donation program.
Nora has served as an example for all employees of Contra Costa County,
with her wisdom, integrity, and commitment. We greatly value the time she
has spent with the County, and we will all miss her when she retires in June.

1. What are the employee's responsibiIties/duties and how long has this
employee worked for your department?
Nora LaPointe has been a Contra Costa County library employee for 39 years. During
her tenure she has worked as a Clerk in one of the branches,a Library Assistant in,the
Government Document section at the Central Library,and a Senior Clerk.for Project
Second Chance (PSC),the library's adult literacy program. Her co-workers have
described her as the"heart and soul of the library,"bringing intelligence,wisdom,
integrity, spirit,compassion,commitment, artistic talent and the highest standard of
customer service imaginable,to all of these positions.
After 20 years with PSC her current job responsibilities include:
First point of contact for all phone,e-mail and written requests for information
about becoming a volunteer tutor, an adult literacy student, or a donor
Making referrals to appropriate agencies when what the client wants or needs is
not what PSC offers
Maintaining the program's extensive database and all related mailing lists
Preparing,tracking and reporting on the program's budget for the Library,all
government and private foundation grants, and the individual donations solicited
by PSC, Inc.,the non-profit Board that supports Project Second Chance
Editing,typing,printing, contributing and distributing the PSC bi-monthly
newsletter
Printing and preparing of all mailings,including those sent"bulk.rate"

2. What is clearly inspirational,outstanding or extraordinary about this
nominee's performance on the job?
Everyone who comes in contact with Nora benefits from her actions,be it the people
working with her in Project Second Chance office,where she fills in the gaps and picks
up the pieces for everyone or the Library's administration staff who call upon her
frequently to help in their office. When a library employee is retiring and a special event
is in order,it is usually Nora who leads the effort to insure a successful celebration of
their time with the library. But those most touched by her open heart and compassionate
nature are the PSC students and tutors. She knows everyone by name,remembers all of
their stories,knows what they need and goes out of her way to be sure they get it. With
no regard for race, class, status or.title,she rarely says "no"to the request of a student or
volunteer.

A true "Jill of all trades" it is impossible to think of something she doesn't do well,but
perhaps most exceptional of all is her ability to instantly and graciously shift gears and
move from one task to another. Picture this . . .Nora is typing the final copy of a federal
grant report,four copies of which must be mailed by 5:00 PM today. A tutor drops by,
wanting materials to use with a student who is having comprehension problems. The
Student/Tutor Coordinator is not in but Nora,with 20 years of experience in the field of
adult literacy, is able to go to the shelf and select appropriate items for the volunteer to
use in her next tutoring session. Nora returns to the report and the phone rings. A
frightened adult asks how he can learn to read.Nora's calm voice is reassuring. She gives
this potential student her full attention,explaining the program,how he can make an
appointment for an intake interview and how he can find his way to the office.Never,
ever is there a hint that she is too busy. . . and what is more,there is no doubt that the
report will be completed and sent on time.Nora is a gift who enriches the lives of people
throughout Contra Costa County. Anyone who has had the privilege of working with.her
would agree.
3. How does this nominee demonstrate one or more of the criteria for this
award? Please give one specific example.
Throughout her long career with the Contra Costa County Library Nora has consistently
demonstrated her sensitivity"to the needs of others...looking beyond the confines of
[her]job to complete important tasks."
The most recent example of this,that also proves her to be a"self-starter"who"can be
counted on to be thorough,efficient and accurate" as well as"innovative and inspiring,
was the recent celebration of the Library's 9&birthday.
It was Nora who brought this occasion to the attention of the County Librarian and then
planned and implemented the community awareness and fundraising campaign that
accompanied it.
She began by designing and assembling 23 tri-panel display boards. Each told the story,
in text and photos,of the County Library as well as the individual branch in which it was
displayed. She then invited patrons to"buy the library a birthday present, ",creating
wonderful donation boxes for all locations.Next she composed a letter that was sent to
library retirees, asking them to join the current library staff for a potluck luncheon,which
she organized,hosted, decorated and cooked for.
Every detail,from the party hats that she hand decorated to the customized placemats that
adorned the table,was accounted for and much of this work was done on her own time.
And never once did she shirk any of her"real work"responsibilities. The woman clearly
takes commitment and multi-tasking to a whole new level.
4. How has the County benefited from this nominee's action?Please give one
specific example.

Nora has made many contributions to the County but perhaps her greatest was the effort
she put forth to keep the adult literacy program alive during the years when both the
Program Director and Student-Tutor Coordinator positions(the only other paid positions
besides Nora's)were vacant. There have been at least 2 or 3 times in the last 13 years
that both positions have simultaneously been vacant for over a year. As a Clerk-Senior
level she wrote grants, supervised volunteers,purchased tutoring materials, answered
questions,recruited participants and supported the student-tutor pairs,practically single
handedly. If it had not been for her incredible ability to "do it all"as well as her
willingness to go way beyond the"call of duty"PSC would probably not exist today.
And that would have been a terrible loss to the residents of this County.

Nora will be retiring on June 30,2004 thus this is her only chance to win an award she
definitely deserves.

Manager of the Year: John Kogchik
As a Principal Planner in the Community Development Department, John
Kopchik manages complex and controversial water and conservation
projects for the County.
He is dedicated to his job, putting in long hours and working on his own time
to produce the highest quality work. Because he believes so strongly in the
value of his work, he inspires everyone around him to work harder as well.
He is admired for his patience, his positive outlook, and his commitment to
the County and its residents.
John has consistently tackled the most difficult and innovative projects. He
has been involved in GIS mapping activities, digitizing open space
information. He is currently on the Open Space Advisory Committee to plan
a ballot measure to fund preservation and restoration of open space. He is
also working on the Habitat Conservation Plan to track endangered species
regionally. In 2003, John and his team finished the revolutionary Watershed
Atlas, which will prove invaluable in helping the County plan and implement
new regulations.
We would like to thank John for his continuing dedication to Contra Costa
County as an employee and manager.

1. What are the employee's responsibilities/duties and how long has this

Mr. Kopchik is a Principal Planner with the Community Development Department,
beginning as an Intern in 1995 and working up through the Planner series to his present
position. Mr. Kopchlk is responsVe for managing complex and controversial water and
conservation projects for the County. Mr. Kopchik works with a wide variety of agencies,
organizations and stakeholders to bring these projects to completion.
2. What is clearly inspirational, outstanding, or extraordinary about this nominee's job
performance? Please be specific. +
Mr. Kopchik is extraordinary in his manner of dealing with people. He is very highly regarded by almost
everyone with whom he deals,which is quite remarkable given the extreme controversial nature of the
projects for which he is responsible.
Mr. Kopchik works very hard,yet maintains a positive outlook,is approachable and easy to work with. He
works long hours, many holidays,and Is in the office most weekends. He strongly believes in the value of the
work he does for the County and its residents. When significant deadlines loom,John Is able to inspire others
with whom he works(employees at the County, consultants to the County,other agencies)to put in the extra
hours to get the job done. For example, John and a dedicated group of individuals within the Community
Development Department recently spent about 2 months working until 11 pm almost every night(when the
computers shut down),and every weekend,to complete a revolutionary now document,a Watershed Atlas,
which was unveiled at a Watershed Symposium on November 12, 2003,and presented to the Board of
Supervisors on December 9,2003. This is of significant value to several County Departments, improving our
ability to plan effectively and implement new regulations. Three members of our Board of Supervisors
participated in the Watershed Symposium, and were very appreciative of the work that was done.

3. How does this nominee demonstrate one or more of the criteria for
this award. Please give one (1) specific example. +
Mr. Kopchlk manages a number of employees, dependent upon the needs of a given project.
Those who work for him speak very highly of his management skills, and he is a leader by
example,working hard, putting in long hours,yet remaining patient and helpful to an. A good
indicator of this is the recently completed Watershed Atlas,discussed under#2. In addition,
Mr. Kopchik is primary supervisor of two employees in the Department,and both of these
employees have grown significantly in breadth of projects and complexity of tasks undertaken
through his tutelage. Mr. Kopchik has excellent written and verbal skills,demonstrated by the
San Luis Drain Briefing Book and a number of other documents he has prepared. Mr.
Kopchlk has taken on a number of unusually complex and controversial tasks of significant
interest to the Board of Supervisors, requiring no small measure of political acumen to

east Contra Costa County, currently in preliminary draft form).

Through the Community Development Department, initially working with interns and creek
organizations, Mr. KopcNk instigated the mapping of creeks,and eventually watersheds, now giving
the County the ability to plan on a watershed basis,critical to many of the Endangered Species act and
Clean Water Act regulations to which the County must adhere.
Mr. Kopchik is the lead in a controversial, large-scale and costly Habitat Conservation Planning effort
for east Contra Costa County. The County leads the effort,comprised of a number of cities,public and
private landowners,water districts and other stakeholders. This HCP,when completed,win allow the
land use planning agencies to plan for endangered species regionally(which will be far more efficient
and cost effective)to better comply with the Endangered Species Act.

Mr Kopchik exemplifies all of the criteria listed for manager of the year. Additionally, he
is involved in a much broader array of projects than simply those related to water and
habitat conservation,as he moves easily across County Departments and Divisions.
For example,he has been involved in General Plan/GIS mapping activities(he was
involved in digitizing open space information for Urban Limit Line consideration by the
Board of Supervisors)to preservation of agriculture and other ordinances. Mr. Kopchik
sits on the Agricultural Task Force(to preserve agricultural areas). He also staffs the
Open Space Advisory Committee(Supervisors Gioia and Gerber) charged with
prioritizing projects for funding,acquisition and restoration and a potential ballot
measure for this purpose. John has worked on his own time to involve the public and
gauge interest in a ballot measure to preserve open space and hes run workshops to
involve the public. Mr. Kopchlk provides critical liaison activities with a broad array of
other agencies and organizations,from environmental groups,water districts,land use
planning agencies, and other regulatory agencies at local, state and federal levels.
