APPOINT the following individual to the Advisory Housing Commission:

BACKGROUND:
The Advisory Housing Commission was established in 1981 to review and make recommendations on
all matters to come before the Housing Authority, except emergency and certain Cather matters. The
Commission comprises seven members, five of which are At Large and two of which are tenants of the
Authority. The Internal Operations Committee reviews nominations for all Commission seats.
The Internal Operations Committee, at its September 21, 2004 meeting, reviewed and approved the
above nomination and recommends to the Board of Supervisors the appointment of Ms.Anderson to
the Commission.
Supervisor'DeSaulnier was absent from the meeting but expressed his support for the recommendation.

Subject. Advisory Housing Commission Vacancy
Dear Supervisors Uilkema and DeSaulnier:
One of the five (5) "at-large" Advisory Housing Commission seats has existed
since early this year. This is a seven person commission, five commissioners being "at-
large" and two being "resident" commissioners.
Three individuals applied for this vacancy. They were interviewed by a three
person screening subcommittee of the Advisory Housing Commission. Those serving
on the screening subcommittee were Al Fleck, Richard Lujan, and Geneva Green. The
factors considered by the subcommittee were 1) the affordable housing interests of the
candidates, 2)their willingness and ability to attend and participate in the meetings and
activities of the Commission, 3) their cooperative spirit, 4) any special skills, background
or positions that would likely assist the individual to be an effective Commissioner, and
5)whether the candidate reflects the racial, gender, geographic, and economic diversity
of Contra Costa County complementary to the current composition of the Advisory
Housing Commission.
The screening subcommittee recommends Phaeng Toommaly Anderson, a
resident of Richmond, for your consideration.

This seat hes been vacant since March 31, 2004. According to the Advisory
Housing Commission By-Laws, "at-large" appointments are for two years. It is my
recommendation that Ms. Anderson be appointed to fill the vacancy through March 31,
2006.

I don't serve on any Community Boards at this time but have 12 years of
experience serving as a Tenant Advisory Housing Commissioner. I was
involved with the Housing Authority from 1990-2042. Through the Family
Self Sufficiency program I was able to buy my first home, a condominium
in Concord. Because I am no longer a tenant of Section 8 I resigned as a
commissioner. This also meant I had to resign from the resident seat that I
held with the Board of Supervisors. I held that position for 3 years, from
1999-2002.
I feel that I would be an asset to the Housing Authority because I have a
background in that field and have a genuine interest in the area of affordable
housing. I have been on each of the subcommittees, enjoying development
and policy and strategy the most. I also served as Vice Chairperson and
Chairperson. My fondest memories are the friends I made both at Contra
Costa Housing and at the Conferences that I was able to go to. I also learned
a lot about Housing in other areas. Being involved with the Contra Costa
County lousing Authority has enriched my life and I would be grateful to
be able to participate again,this time as an at large Commissioner.
