to Forensic Services Division Fee Schedule
SPECIFIC REQUEST(S)OR RECOMMENOATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDATION:
1. FIX February 24, 2004 at 9:30 am for a public hearing on the proposed increase of
certain Forensic Service Fees and to set fees for new investigative services.
2. DIRECT the Clerk of the Board to publish required notices pursuant to Government
Cade 6061.
II. FINANCIAL IMPACT:
The adoption of the � Resolution will allow the County to recover the Costs associated
with the listed activities in the Fee Schedule dated January 1, 2004.
Ill, BACKGROUND:
In the 1994-1995 fiscal year, the Forensic Services Division was required to cover costs of all
services from laboratory users. A fee schedule was established defining the costs of evidence
examination services for the users of laboratory services.
The Forensic Services Division has experienced increases in costs for salaries and supply costs
since the implementation of the fee schedule currently in use and the new schedule includes fees
for evidence examination services that have been added since the last Board approval.

The proposed schedule provides fees for new services and for an increase of fees in the
following areas:
Alcoholic Beverages— Quantitative Analysis, $165.00 per sample (new service).
Blood Withdrawal Service increase of$27.00 per withdrawal for private attorney,
pro-per defendant, and non Contra Costa government agencies. New fee set
at $95.00 per withdrawal
Special Screens -- adds Carisoprodol and Oxycodone screening to services. Contra
Costa government and contract agencies, $30.00 per sample; private attorney, pro-
per defendant, and non Contra Costa government agencies, $40.00 per sample.
(no change to existing fees for Special Screens)
Confirmation of Blood Samples (includes Quantitation) — adds Cannabinoids
(Marijuana) confirmation to services and sets fee for Contra Costa County government
and contract agencies, $190.00 per sample; private attorney, pro-per defendant, and
non Contra Costa government agencies, $200.00 per sample.
Confirmation of Urine Samples -- adds Carisoprodol and Meprobamate confirmation to
services and sets fee for Contra Costa County government and contract agencies,
$60.00 per sample; private attorney, pro-per defendant, and non Contra Costa
government agencies, $70.00 per sample.
Standard Breath/Alcohol Discovery Request increase of$5.00 per request for private
Attorney, pro-per defendant, and non Contra Costa government agencies. New fee
set at $30.00 per request.
Photographs — adds Commercially Processed Photographs on CD and sets fee at
$7.00 per disc.
Rush Analysis --adds analysis of DNA evidence and establishes fee for services to read:
"Examinations (except DNA) which require analytical results within five (5) court days,
add $200.00 per request. DNA evidence requiring analysis within 30 calendar days,
add $500.00per request. Does not apply to investigative leads needed before case
is filed with the District Attorney's Office."
This action supercedes any prior evidence examination fees set by the Board.
IV. CONSEQUENCE OF NEGATIVE ACTION:
Negative action will result in insufficient revenue to offset the cost of these activities. The
County will bear the burden of the increased cost of providing laboratory examination services
to law enforcement agencies and other entities requesting service.

PROPOSED INCREASE OF CERTAIN FORENSIC SERVICE'S FEES
AND FEES FOR NEW EVIDENCE EXAMINATION SERVICES
9:30 A.M. TUESDAY, FEBRUARY 24, 2004
Notice is hereby given that a public hearing will be held by Board of Supervisors of
Contra Costa County concerning proposed increases of certain fees for services
provided by the Office of the Sheriff Forensic Services Division to the law
enforcement agencies in Contra Costa County and to other entities. The hearing
will be conducted on Tuesday, February 24, 2004 at 9:30 a.m. in the Board
Chambers, at the O'Brien County Administration Building, 651 Pine Street, 1st
floor, Martinez, California.
The Forensic Services Division has experienced increases in coats for salaries and
supply costs since the implementation of the fee schedule currently in use. The
approval of the proposed fee increase will allow the County to recover the costs
associated with certain Forensic Services Division activities. Fees for new
examinations that were not available when the current schedule was adopted have
been added. Negative action will result in insufficient revenue to offset the cost of
these activities. The County will bear the burden of the increased cost of providing
laboratory examination services to law enforcement agencies and other entities
requesting service.

After considering public comment, the Board of Supervisors may adopt the
requested fee increases. Implementation of the new fee schedule would be
effective as of January 1, 2004. Additional information may be obtained by
