GILBERT, DIRECTOR OF GENERAL SERVICES COSTA DATE: FEBRUARY 3, 2004 COUNTY SUBJECT: REQUEST TO PURCHASE ONE VEHICLE FOR THE BUILDING INSPECTION DEPARTMENT SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION APPROVE and AUTHORIZE the Purchase Agent, or designee, to purchase one vehicle for the Building Inspection Department. FINANCIAL IMPACT The estimated purchase cost of $13,341 will be funded with funds in the Building Inspection 2003/04 budget. BACKGROUND The Building Inspection Department is purchasing a hybrid light truck. This vehicle is not on the Master List for Vehicle Replacement in FY2003/04. In accordance with Administrative Bulletin No. 508: "County Vehicle and Equipment Acquisition and Replacement Policy with Guidelines," approval is requested for the purchase of the vehicle. Based on a review of the need for the new vehicle and consideration of alternative fueled vehicles, the Fleet Manager recommends approval of this request. This request has been reviewed and approved by the County Administrator for consideration by the Board of Supervisors. On December 3, 2003, the Board of Supervisors approved the Building Inspection Department's request to add two Building Inspector It(FAVD)positions. The Department sought tete new positions in order to address increased demand for services. The Board Order specified that funding for tate positions would come from permit fees generated by the Department. We are now in the implementation phase. We have already begun the personnel selection process and expect to identify individuals to fill the positions within the next few weeks. We have also begun to prepare for the arrival of the new employees by ordering supplies, reallocating office space, and purchasing vehicle(s). The Department usually has at least one spare vehicle that can be used as a replacement when vehicles are disabled or require maintenance. However, the Department does not have any spam vehicles. Therefore, the Department would like to purchase one new vehicle, which is indispensable to a building inspector since it is required to for transportation from one work site to another.
