SUBJECT: ACCEPT the resignations of Mr. Tom Kilpatrick and Mr. Jack Welsh from,the Workforce
Development Board of Contra Costa County.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
ACCEPT the resignations of Mr. Tom Kilpatrick and Mr. Jack Welsh from the Workforce Development Board
of Contra Costa County. DECLARE the vacancies on the Workforce Development Board and DIRECT the
Clerk of the Board to apply the Board's policy for filling these vacancies.
FINANCIAL IMPACT!
No County costs. The local Workforce Development Board is mandated by the Federal Workforce Investment
Act of 1998 (WIA). The costs of advertisement for new appointees will be funded through WIA funds.
RACKGRO TIND:
The Workforce Development Board(WDB)members submitted their resignations(see attached letters)to the
WDB on accordance with section 117 (b)(2)(A)(ii)of the federal Workforce Investment Act of 1998;Mr.
Kilpatrick, a Business Representative(Seat 49),due to business related responsibilities and Mr. Welsh,a Business
Representative(Seat#15),due to personal reasons.
The Workforce Investment Act(WIA)and the State Workforce Investment Board(SWIB) set membership
standards for local Workforce Development Boards()XIDBs).
The Workforce Development Board works with a broad range of business,education, labor,public agencies and
community-based organizations to recruit highly qualified nominees for appointment to the Board. All nominees
will meet the strict criteria set forth in the Workforce Investment Act. Nominees will be forwarded to the Internal
Operations Committee following WDB endorsement.

Dear Kathleen,
As I mentioned at the last Board meeting,due to the poor economy,my consulting
business is forced to close its doors. Since I am no longer in business,it necessary for
me to resign my position on the Workforce Development Board of Contra Costa{County.
I have enjoyed my time with you and the Board. I think you and Bruce have set the
Board on a course to success and I wish you well in your continued efforts in this area.
I will miss the meetings and the opportunity to work with our fantastic support staff
members who have always treated me with respect and professionalism.
I will be spending significant time in a job search mode within the Human Resource field.
I enjoy helping Human Resources Departments increase their bottom-line contributions.
If you or any Board members learn of any opportunities to help a company who is
experiencing difficulties within their HR department,I would appreciate you keeping me
in mind.
I will be observing the Board from afar as you continue to make Contra Costa County a
superior place for businesses to succeed and workers to find meaningful employment.

Subject: Resignation from Workforce Development Board
It is with regret that I submit my resignation for the Contra Costa County
Workforce Development Board. The effective date of my resignation will be
October 31, 2003. I want to thank the Board .for allowing me to serve on
such an distinguished panel, with a mission of service to the people of
Contra Costa County, for the past six years. I wish the Board and Staff
only the best as they continue to work toward and meet the challenges of
workforce development for the people of Contra Costa County. Again, thank
you for the opportunity to serve, it was certainly my pleasure to work with
such a fine group.
