Director of Animal Services Costa DATE: January 21,2004 County SUBJECT: Proclaiming February 24,2004,as"Spay Day USA" PRA SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION The Director of Animal Services having informed the Board that February 24, 2003, has been set as the annual celebration of national "Spay Day USA" for observing responsible pet ownership and kindness to animals and having requested the Board to proclaim February 24, 2003, as "Spay Day USA" in Contra Costa County, IT IS BY THE BOARD ORDERED that the recommendation of the Director of Animal Services be APPROVED. Two unaltered cats and their offspring can produce 424,040 more cats in seven years and two unaltered dogs and their offspring can produce 67,400 more dogs in six years; and WHEREAS: Humane societies and shelters euthanize an estimated 4 million dogs and cats each year, although many of them are healthy and adoptable, simply because there are not enough good homes; and WHEREAS: The problem of companion animal overpopulation costs the taxpayers of this country over a billion dollars annually through animal control programs aimed at coping with the millions of unwanted dogs and cats; and WHEREAS: Spaying and neutering cats and dogs has been shown to drastically reduce cat and dog overpopulation,and WHEREAS: Veterinarians, humane societies, national and local animal protection organizations, and private citizens worked together to ensure the spaying or neutering of an estimated 225,044 compaction animals through Spay Day USA;and WHEREAS: Veterinarians, humane societies, national and local animal protection organizations, and private citizens have joined together again to advocate the spaying and neutering of companion animals on"Spay Day USA 2004": NOW, THEREFORE; The members of the Board of Supervisors of the County of Contra Costa do PROCLAIM and PRONOUNCE February 24, 2444 is designated "Spay Day USA".
