BACKGROUND: Can June 18, 2002, the Board of Supervisors adopted Resolution No. 20021377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday in December. FEB . ,�llfi114tv1e'+fY1 Advisory Body Name: Contra Costa County Fists and Wildlife Advisory Committee (FWC) Meeting Time/Location: Every third Wednesday,at County Public Works Dept Chair; Gordon Becker Staff Persons: John Kopcbik and Kae Ono(Community Development Department) Reporting Period: From January 2003 to December 2003 1. Activities Every year FWC distributes the Fish and Wildlife Propagation Funds. Request for Proposal is sent to interested individuals in October/November. Proposals are due on the last day of the year. FWC also hosts a BBQ gathering function with fish and wildlife related law enforcement officials. The purpose of the gathering is to facilitate a discussion among the law enforcement entities that regulate fish and wildlife related activities. This year's gathering was the third annual event. FWC plans to continue facilitating the event next year. Other activities that we participate in are field trips and inviting speakers. 2. Accomplishments 0 Awarded total of$98,195 from-the Fish and Wildlife Propagation Funds for ten projects a Partnership to Provide Environmental Education Project--Muir Heritage Land Trust($4,365) • McNabney.Marsh Vegetation Enhancement Project--Mt. View Sanitary District($9,850) • John Muir NHS for Franklin Creek Restoration--National Park Service($2,250) • Contra Costa Creek Signage Program -- Contra Costa Resource Conservation District on behalf of Contra Costa Watershed Forum($9,730) c CA Quail Habitat Enhancement and Community Outreach Project--Regional Parks Foundation on behalf of the East Bay Regional Park District Planning and Stewardship Department($4,500) • Restoration of lake and three land areas in Heather Fann Park Project -- Heather Farm Habitat Task Force($5,500) r City Creeks Project (introducing native plants and creek ecology to middle school students using sections of Walnut Creek and will involve them in restoration of specific creek areas) -- Life Garden ($2,000) • Augmentation of the on-going preparation of a Habitat Conservation Plan/Natural Communities Conservation Plan for Bast county by adding an inventory of small scale biological features to the existing draft Iandscape level resources inventory -- the East Contra Costa County Habitat Conservation Plan Association($35,000) c Purchase of a large flight'aviary to be used for rehabilitating birds of prey Project -- Lindsay Wildlife Museum($15,000) c Co-Sponsoring the Contra Costa County Creek and Watershed Symposium and the Contra Costa County Watershed Atlas -- Contra Costa County Community Development Department ($10,000) • Hosted a BBQ gathering to discuss wildlife related law enforcement issues in the County. Included in the participants were County wardens,judges,Supervisor Uilkema,staff from Board of Supervisors'offices,staff from the State Department of Fish and Game,one of the Commissioners from the State Department of Fish and Game,staff from local wildlife advocate organizations and interested individuals. o A sub committee of the FWC worked on creating a brochure that addresses methods to help people deal with wild animals in urban environment. Currently,we are in the process of selecting a vender to design and print the brochure. We anticipate distributing the brochure in the spring' summer of 2004. • Invited several speakers to facilitate discussions on wildlife issues in Contra Costa County: o Mo Pazooki(Caltrans)--Update on Benicia Bridge expansion construction project; * Tom Mikkelsen(EBRPD)--EBRPD's grazing policies; Mitch Avalon(Contra Costa County Public Works Department)--creek setback ordinance; o Patrick Roche(Contra Costa County Community Development Department)--creek setback ordinance; o Tim Lacy(LSA)--creek setback ordinance;and o Zane Bently and David Fowler--the Integrated Pest Management in Byron Hot Springs. o Facilitated interview sessions with people who submitted applications for expired seats and a vacant seat. 3. Attendance/Representation The Alternate to At-Large seat,which was vacant for a while was filled by a former member of the Committee. Two new members joined the Committee,Mr.Steve Mikich for the District 3 position and Mr.Greg Feere for the District 4 position. A quorum is almost always present at the meetings. We had only one meeting in October that was cancelled because of absenteeism,which was the first meeting cancelled in the past three to four years. 4. Training/Certification None 5. Progosed Work Plan/Obiectives for Next Year a Monitor and advise the Board on projects that may affect fish and game resources in the County. This is an on-going activity. o Develop policy recommendations on fish and wildlife issues. FWC is in the process of creating publications that would explain to new homeowners how to live with wildlife in urban settings. FWC plans to print the publications in the spring/summer of 2004 and to research ways to distribute this publication to new homeowners. c Facilitate a workshop or conference on the state of wildlife in Contra Costa County. o Make recommendation to the Board of Supervisors for the appropriation of funds from the Fish and Wildlife Propagation Fund to support fish and wildlife projects in the community. The RFP for the 2003/2004 FW Propagation Fund was sent in late October and again in November. This year,RFPs were given to more than 300 individuals at the Contra Costa County Creek and Watershed Symposium. Sixteen applications were received by the end of 2003. FWC will review the submitted applications at the January and February meetings. It will make a recommendation to the Board of Supervisors in March/April.
