If authorization is granted the applicant shall pay fees to cover the cost for a General Plan Amendment and other fees for associated applications. BACKGROUND / REASONS FOR RECOMMENDATION The Community Development Department has received correspondence from the West County Wastewater District ( D) requesting authorization for a General Plan Amendment study on two parcel it ovens at the intersection of Richmond Parkway and Pittsburg Avenue in the unincorporated community of North Richmond. A copy of the WCWD letter is attached as Exhibit "A" The subject parcels, APNs: 408-190-031 and 408-190-029, 19.6 and 9.'I acres respectively, are currently designated as Public/Semi-Public (P ) under Land Use dement flap to the Contra Costa County General Plan (1995-2010). Since these parcels were once used as sludge lagoons by 9 E CWD in connection with the sewage treatment facility they operate the two parcels were designated PS. The two parcels are no longer used as sludge lagoons and are considered surplus property by the WCWD. in additions WCWD has received a letter from the U.S. Array Corps of Engineers verifying that the two sites contain artificial ponds or lagoons and the area is not consider as wetland (not eater of the united Mates). A neap of the two parcels is attached as Exhibit "B" CWD believes that since the parcels are no longer needed for their operations, and give their proximity to the Richmond Parkway, the most productive use of these parcels would be for light industrial or commercial service.The re-designation to Light Industrial (I-l)would create approximately 24 acres of land in the North Richmond area as an opportunity site for economic development and job creation. Staff believes the request for a study is reasonable given that the two parcels are no longer needed for WCWD operations and it could provide a new economic development opportunity site in forth Richmond, and, therefore; recommends that it be authorized. Authorization of this study does not imply any support for the application to amend the General Flan, but only that this matter is appropriate for study.
