FISCAL,IMPACT: This Contract is funded by federal funds through the Ryan White CARE Act, Title I, through an <ntergoverrz ental agreement with Alameda County, who is the Grantee of these funds, No County finds are required. BACKGROUND/REASON(S) FOR RECOMATTENDAILOTNIS): This Contract meets the social needs of County's population in that it provides HIV-related legal services to low-income County residents living with HIV/AIDS to improve and/or maintain their health status and overall stability. On March 4, 2003, the Board of Supervisors approved Contract#22-698-6 (as amended by Contract Amendment A.greernent#22-6987) with Rubicon Programs, Inc. (for its Hawkins Center Program) for the period from March 1, 2003 through February 29, 2004 to provide client advocacy and legal services for people with.HIV. Becker & Green, P.C. , a Corporation, for the provision of specialized legal services related to managed rare issues for the period from Decernber 11 , 2003 through November 30, 2004,unless sooner terminated as provided in the Con v.rca.ct . FISCAL INE&�J: Contractor will be paid a fee rate of not less than $95.00 per hour nor more tha 5>00 per hoar in accordance with the Contractorfs usual, and customary hourly billing :rates for its services, as approved by the Health Services Director or his desiLanee. Where is a nationwide nursir_g and healthcare staff shortage, and. in spite of per ssent efforts to recruit nurses and other healthcare staff, the Department has experienced great difficulty in filling any vacant positions . Therefore, the Department has had to rely heavily on the registry services in order to provide quality nursing care for patients. On September 1-6, 2003 , the Board. of Supervisors approved Contract #26- 385-2 (as am-ended by Contract Amendment Agreement #26-385-3) with California Nurses Bureau, for the period from January 1, 2003 through December 31, 2003 , to provide nursing registry services for Contra Costa Regional Medical Center.
