FISCAL,IMPACT: This Contract is funded by federal funds through the Ryan White CARE Act, Title I, through an <ntergoverrz ental agreement with Alameda County, who is the Grantee of these funds, No County finds are required. BACKGROUND/REASON(S) FOR RECOMATTENDAILOTNIS): This Contract meets the social needs of County's population in that it provides HIV-related legal services to low-income County residents living with HIV/AIDS to improve and/or maintain their health status and overall stability. On March 4, 2003, the Board of Supervisors approved Contract#22-698-6 (as amended by Contract Amendment A.greernent#22-6987) with Rubicon Programs, Inc. (for its Hawkins Center Program) for the period from March 1, 2003 through February 29, 2004 to provide client advocacy and legal services for people with.HIV. Becker & Green, P.C. , a Corporation, for the provision of specialized legal services related to managed rare issues for the period from Decernber 11 , 2003 through November 30, 2004,unless sooner terminated as provided in the Con v.rca.ct . FISCAL INE&�J: Contractor will be paid a fee rate of not less than $95.00 per hour nor more tha 5>00 per hoar in accordance with the Contractorfs usual, and customary hourly billing :rates for its services, as approved by the Health Services Director or his desiLanee. The Contractor will also be reimbursed for travel, on behalf of the County, as approved in advance by the Health Services Director or his designee, and for miscellaneous expenses actually incarred in the provision of services under the Contract . This Contract is funded by Enterprise 1 in the Health Services Department F s budget . Epstein Becker & Green, P.C. , has one of the .largest national law practices devoted to hearth care Law. Their clients include HMOs, PPOs, .TPAs, group heath insurers, hospital systems and a variety of other :unaged care re-.ated companies . In addition to their background in managed care litigation, they have extensive expertise in health care transactional and regulatory law, including issues involving the Knox-Keene Act- , Medicare issues and a wide variety of subscriber and provider Contract issues . On February 25, 20,03, the Board of Supervisors approved Contract #23-267-4 `h the Contractor for the period from December 2002 through November 30, 21003 , to provide the Depart-ment with temporary specialized lega' services retarding Managed Care issues, including the Medi--Cal. For several years the County has contracted with registries to provide temporary medical professionals to assist Contra Costa Regional Medical Center and Contra Costa Health Centers during peak loads, temporary a :sences, and emergency situations . Where is a nationwide nursir_g and healthcare staff shortage, and. in spite of per ssent efforts to recruit nurses and other healthcare staff, the Department has experienced great difficulty in filling any vacant positions . Therefore, the Department has had to rely heavily on the registry services in order to provide quality nursing care for patients. On September 1-6, 2003 , the Board. of Supervisors approved Contract #26- 385-2 (as am-ended by Contract Amendment Agreement #26-385-3) with California Nurses Bureau, for the period from January 1, 2003 through December 31, 2003 , to provide nursing registry services for Contra Costa Regional Medical Center.
