INCA FOR FACILITIES ACCESSIBILITY CONSULTING SERVICE

RECOMMENDATION(S).
APPROVE and AUTHORIZE the County Administrator, or designee, .to execute a contract with Moore
lacofano Goltsman, Inc. in an amount not to exceed $60,000 for facilities accessibility consulting
services for the period February 1, 2004 through June 30, 2004.
FINANCIAL IMPACT:
This contract will be funded by a Community Development Block. Grant (CDBG) and the County's Plant
Acquisition budget for facility accessibility improvements.
BACKGROUND:
In February 2003; the County General Services Department completed ars accessibility survey for
large number of County facilities. This survey identified a wide range of opportunities to improve
facilities accessibility for persons with disabilities.
In April 2003, the County Administrator's Office was awarded a CDBG grant to develop a plan to
address the findings of the recent survey. In the fall of 2003, the County Administrator's Office
conducted an RFP for a consultant to assist the County in facilities accessibility planning. The
consultant's scope of work will include review of the County's facilities inventory and prioritization of
accessibility improvements based on facility function and population served. The consultant will also
assist the County in developing a tracking system to monitor accessibility improvements and advise the
County on establishing guidelines to ensure accessibility on future construction projects.
The County received sic proposals in response to the RFP. These proposals were reviewed by a panel
of County staff from the County Administrator's Office, the General Services Department and Risk
Management. Staff's recommendation is that the County contract with the architectural firm Moore
lacofano Goltsman, Inc, to provide the services required.

This Board Carder will authorize Employment and Human Services Department to continue the services of Ms.
Donna Bledsoe as clerical supervisor for another six months after her county retirernent effective February 29,
2004. Having her on board as contractor will facilitate the smooth transition of the new Clerical Supervisor. In
addition, FIs. Bledsoe has been contracted to assist in the development of new clerical policies and office
procedures as it pertains to forms, publications and other new issues brought on by automation, The goal is to
develop a new department-wide manual for clerical policies and procedures. She will also assist management in
defining problem issues within the clerical unit and recommend possible solutions.

The"VIP Programa supports all five community outcomes in the Children's Deport Card, (1) Children heady for

involvement in the child's education and community to provide a safe and supervised community setting.

GROUND.,
The Verde Involving Parents (STIP)Programa is a team effort of parents, teachers and county agency and non-
profit organisation Staff who live and work in North Richmond. The VII' Programa strives to expand
parentlfarnily member involvement, increase student attendance, improve student behavior and ultimately,
enhance student performance at North Richmond Verde Elementary School,
Verde Involving Partners conduct intensive outreach and provide support to students and their families to ensure
students are able to get to school every slay on time. Ms. Omelas serves as the Parent Partner Supei visor and is
responsible for overseeing the clay-to-day work by the VIP's three family partners and Verde parent volunteers.
