SUBJECT: RESOLUTION OF ACCEPTANCE, NOTICE OF COMPLETION
RANDY BODHAINE,CONTRACT#46345,46346 and 46447
This Board as the Burd of Directors of the Contra Costa County Fire Protection District on July 27,2001,
contracted with Randy Bodhalne,for performing mowing,rubbish removal,discing and bulldozing work, in
connection with the weed abatement program of the Contra Mosta County Fire Protection District,for work to be
performed within the District;and
Fire Chief Keith Richter reports that said work has been Inspected and complies with the approved plans,
special provisions,and standard specifications for the third year of these three-year contracts and recommends
acceptance as complete ars of December 30,2003.
Therefore,said work is accepted as competed on said date,and the Clerk shall file with the County Recorder a
copy of the Resolution and Notice as a Notice of Completion for said contracts.

DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk,and
AUTHORIZE the Chief Engineer to arrange for payment of a $25 fee to Community Development for
processing, and a$25 fee to the County Clerk for filing the Notice of Exemption, and
APPROVE the project, and AUTHORIZE the Chief Engineer to advertise the project.

II. FISCAL IMPACT:
There is no impact to the County General Fund. The estimated project cost is$220,000 funded by Drainage
Area 29G Funds (100%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The purpose of the project is to replace failed sections of DA29G,Line A within Contra Costa County Flood
Control District storm drain easements.
The proposed project consists of the replacement or reconstruction of existing structures or facilities in the
same location and with the same purpose and capacity as the facility replaced or reconstructed involving
negligible expansion of capacity. The project will not result in the removal of any scenic resource.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.

GENERAL CONSIDERATIONS:
1. Location: East County in the unincorporated Antioch area. (Figures 1-3).
Z Project Description:
The project is located on a private road, extending approximately 2,423 feet north from
Wilbur Avenue. The purpose of the project is to replace failed sections of DA29G, Line A
within Contra Costa County Flood Control District storm drain easements. The failed
sections are allowing water and backfill material to enter into the pipe, therefore causing
failures of the private roadway located above the pipe. The project consists of road
excavation,trench shoring and protection, removing and replacing approximately 550 feet
of 8-inch pipe,installing additional manhole structures, diverting storm drain flour around
the repair site(s), backfilling and grading to conform., installing pavement sections,
construction area signs, and offsite disposal of all removed material, adjusting utilities,
manholes, and drainage inlets. One lane will remain open at all times during construction.
Tree branches and shrubbery may need trimming throughout the project. Ornamental
shrubbery may need to be removed. In order to minimize damage to trees, any roots
exposed during excavation will be cut cleanly. Real property transactions,including right-
of-way acquisition may be necessary in support of this project.

SUBJECT: Readopt Plans and Specifications and Authorize
the Rebidding for a Fuel Tank Replacement at
Fire Station No. 1, 1330 Civic Drive, Walnut Creek,
and Fire Station No. 2,2012 Geary Road,Pleasant Hill
for the Contra Costa Fire Protection District
Budget Line Item No. 7300-4701 &4706

WHEREAS plans and specifications for the above-described project have previously been
filed with the Board by the Director of General Services; and
WHEREAS the above-described project and the plans and specifications therefore were
previously approved, and bids were duly invited and received by the Director of General
Services on January 8, 2004; and
WHEREAS, pursuant to the bid documents, the bids could not be withdrawn and were
subject to contract award for 60 days after bid opening, and the Board reserved the right to reject
any and all bids; and
WHEREAS the first and second low bids received did not comply with the County's
Outreach Program requirements, and the other four bids received exceeded the construction
budget; and
WHEREAS the Director of General Services recommends that all bids be rejected and that
the Board authorize rebidding of the project; and
WHEREAS, for the rebidding, the Director of General Services recommends that the cost
estimate for the initial construction contract be revised from $145,000 to $160,000;
NOW, THEREFORE,the Board RESOLVES as follows:
The Board, in its discretion, REJECTS all of the bids previously submitted for this project;
and
The Board READOPTS the plans and specifications with minor modifications and
AUTHORIZES the rebidding of this project. Bids for this work will be received on April 1,
2004 at 2:00 p.m., and the Clerk of this Board is directed to publish a Notice to Contractors in
accordance with Section 22037 of the Public Contract Code inviting bids for said work, said
Notice to be published in the CONTRA COSTA TIMES . The
Director of General Services is directed to mail notices to the construction trade journals
specified in Section 22036 of the Public Contract Code at least 30 days before the date of
opening the bids; and
The Board FURTHER AUTHORIZES the Director of General Services, or his designee,
to issue bid Addenda, as needed, for clarification of the contract bid documents, provided the
involved changes do not significantly increase the cost estimate for the initial construction
contract.
