BACKGROUND: Contra Costa County Redevelopment Agency acquired 189/199'
Parker Avenue in 1994. The building is comprised of two storefronts. The Sheriff's sub-
station and the Rodeo/Crockett Jobs program is housed in 199 Parker Avenue and 189'
Parker Avenue is primarily used as a Senior Center. The Rodeo Senior Citizen's Club'
and the Senior Lunch Program both use the facility on a regular basis. In addition to its
use as a Senior Center, the Rodeo MAC and other community organizations also use
the facility for meetings and events. Occasionally the Agency receives requests for
individual events such as baby showers. The proposed rules and regulations are for
189 Parker Avenue.
Currently, there are no formal rules, regulations, or fees associated with use of the
facility. The proposed rules and regulations provide the Agency with the tools needed to
ensure the facility is used in a respectful manner. The rules also include a deposit and
fee for use that is able to assist the Agency in financing necessary repairs as a result of
facility use. The proposed deposit and fees are as follows:

The rules and regulations are written to support the use of the facility by community
groups while discouraging events such as large parties and other potential high damage
events. The Agency proposes a lower fee for community group meetings and events and
no fee for governmental agencies using the facility for community outreach events. The
rules also prohibit alcohol and youth parties at the facility. However, organized youth
groups are welcome with the required number of adult chaperons.
The Rodeo MAC reviewed the proposed rules and regulationsand recommended
approval at the January 28, 2004 MAC meeting.
