BACKGROUND:
The Homeless Continuum of Care Advisory Board was established in May 1997 to monitor
the County's Homeless Plan and establish annual priorities based on the Homeless Plan,
provide advice on existing policies affecting the homeless, and to provide community
education and a forum for homeless issues. The Internal Operations Committee reviews
nominations to all seats on the Advisory Board, except the city seats.
The IOC approved, on February 2, 2004, the preceding recommendations of the Homeless
Continuum of Care Advisory Board and recommends approval by the Board of Supervisors.
In the case of Ms. Lones nomination, the IOC prefers that appointees reside in the County.
Due to the number of remaining Advisory Board vacancies, however, we are persuaded that
the County would be better served by waiving this preference in this instance.
Although the KOC is not charged with screening nominations to the City seats, the nomination
of Ms. Arnold was forwarded to our Committee and we have, therefore, included the
appointment in our recommendation.

The Nominating Committee of the Continuum of Care Board is recommending that
the following individual be considered for participation on the Continuum of Care
Board.

The recommendation was preceded by a recruitment process that included
advertising in local news papers, canvassing of qualified community members by
present Continuum of Care Board members, and announcing at Community

BACKGROUND:
The Workforce Development Board (WDB) was created pursuant to the federal Workforce
Investment Act of 1998 to replace the Contra Costa County Interim Workforce Investment
Board and its predecessor, the Contra Costa County Private Industry Council, by June 30,
2000. The WDB has responsibility for overall workforce investment policy, a workforce
development plan and oversight of the One-Stop Career Center system. Under the
Workforce Investment Act, the "Chief Elected Official" (County Board of Supervisors) is
designated as the appointing authority for membership on the WDB. The WDB has 37 seats
and 35 members (two members serve in a dual-capacity). The Internal Operations Committee
(IOC) screens all WDB nominations.
The IOC, at its February 2, 2004 meeting, reviewed and approved the nomination to appoint
Mr. Dalrymple, and recommends to the Board of Supervisors his appointment.
