The Internal Operations Committee reviews nominations to all seats on the Advisory Board, except the city seats. The IOC approved, on February 2, 2004, the preceding recommendations of the Homeless Continuum of Care Advisory Board and recommends approval by the Board of Supervisors. In the case of Ms. Lones nomination, the IOC prefers that appointees reside in the County. Due to the number of remaining Advisory Board vacancies, however, we are persuaded that the County would be better served by waiving this preference in this instance. The WDB has responsibility for overall workforce investment policy, a workforce development plan and oversight of the One-Stop Career Center system. Under the Workforce Investment Act, the "Chief Elected Official" (County Board of Supervisors) is designated as the appointing authority for membership on the WDB. The WDB has 37 seats and 35 members (two members serve in a dual-capacity). The Internal Operations Committee (IOC) screens all WDB nominations. The IOC, at its February 2, 2004 meeting, reviewed and approved the nomination to appoint Mr. Dalrymple, and recommends to the Board of Supervisors his appointment.
