In the Matter of Declaring December 13,2004)
The Day of the Horse in Contra Costa County) RESOLUTION NO.2004/541
WHEREAS,the United Mates Senate,by Resolution number 452,has designated December 13, 2004,
as NationalDay of the Horse, in recognition of the importance of horses to the security, economy,
recreation,heritage and character of the United Mates, and has encouraged the people of the United
States to be mindful of the contribution of horses to our Nation, and
WHEREAS,to quote a recent study by the East County Horseman's Organization and Los Medanos
College, "Horse ownership has been a constant" in our County for 225 years,evolving "froth an
important mode of transportation and vital economic resource to a popular form of regional leisure and
recreational activities." `Today Contra Costa is home to approximately 6,000 horses, and the east
portion of the County has "one of the highest concentrations of horse ownership in Norther
California.:" and
WHEREAS,horses and the equestrian community are a major, although omen unrecognized,
economic force. Nationwide the horse industry contributes more than$110 billion to the national
economy. In Contra Costa County equestrians spend an estimated$15 million annually on supplies,
salaries and services to support their many activities and programs. The value of assets devoted to
equestrian undertakings in the County,not including land,exceeds$40 million; and
WHEREAS,equestrian groups have been in the forefront of the movement to create and improve
recreational trails throughout the County that are and will be beneficial to all our citizens. Earlier this
year, for example,they joined with this Board of Supervisors in initiating multi jurisdictional trail
planning that will ultimately lead to a continuous, connected trail network from Bay Point to Discovery
Bay, and
WHEREAS,the increase in population,development and traffic in our County has greatly increased the
risk to horses and riders rightfully using the public thoroughfares,leading,for example,to the tragic death
of a horse on North Gate Road in August of this year. Equestrians have joined together to work with
various governmental agencies to improve safety conditions,regulation and enforcement practices that are
of importance to all who use the public rights-of-way,
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors proclaims Monday,December
13, 2004,as the Day of the Horse in Contra Costa County and encourages all the people of Contra Costa
County to be mindful of the contributions of horses to the economy,history,and character of our County
and to join in celebrating their presence among us.
PASSEL} by a unanimous vote of the Board of Supervisors members present this 7th day of
December 2004.
