Supervisors on Tuesday, December 7, 2002.

The Menial Health Commission has a dual misssion:
,+ First,to influence the County's Mental Health System to ensure the delivery ofquality services which are effective,efficient,culturally
relevant and responsive to the needs and desires of the clients it serves with dignity and respect,and,
Second,to be the advocate with the Board of Supervisors,the Mental health Division,and the community on behalf of all Contra Costa
residents who are in need of mental health services.

I. Activities
• Performed four site visits
• Psychiatric Emergency and Psychiatric Inpatient at Contra Costa Regional
Medical Center in Martinez
• Summit Center for Boys in Martinez
• Crestwood's Residential Care Facility in Pleasant Hill
• Martinez Detention Facility
• Advocated for a separate Children's Psychiatric Unit. Recommended to Dr. Walker
that a separate children's psychiatric emergency unit be taken into consideration if the
current PES facility is reconfigured or relocated.
• Established a Task Force to investigate the unmet mental health needs of seniors.
• Advocated for a separate geriatric psychiatric;unit
to Heard a report from Dr. Jeff'Smith on the treatment of seniors at
Psychiatric Inpatient since the closing of the Geriatric Psychiatric Unit.
• Heard a report from Linda Kirkhorn, Crisis Services Chief, on statistics
regarding 5150's.
• Recommended to Dr. Jeff Smith that the feasibility of a Psychiatric
Residency program be investigated.
• Conducted a survey on interaction between law enforcement agencies and the
mentally ill papulation
• Remained informed of budget issues as well as issues surrounding AB3632.
11. Accomplishments
• Following a recommendation by the Older Adults Committee, 4-6 beds were
designated for seniors at Crestwood.
• Following a recommendation for the Transitional Age&Adult Programs Review
Committee,PES started sending more consumers to Mt. Diablo Pavillion rather than
out of County.
• Participated in the hiring process for the new Mental Health Children's Programs
Chief.
• Members on the Commission participated as active members of the California Mental
Health Planning Council, California Association of Local Mental Health
Boards/Commissions and the Contra Costa County Mental Health Coalition.
• Requested that the Board of Supervisors issue a Proclamation declaring the month of
May 2004 to be"Mental Health Awareness Month."
• Requested that the Board of Supervisors issue a Proclamation declaring the week of
October 3-9, 2004"Mental Illness Awareness Week."

IV. Trainin edification
• Held a Mental Health Commission Retreat facilitated by California Institute of
Mental Health Training Director Dr. Ed Miksa. Plans were proposed to focus on
crisis intervention and bringing our clients borne to our County.
• Participated in the California Mental Health Advocacy for Children and Youth
Annual Conference.
V. Proposed"Work Ptanlflbjectives for Next Year
• Due to the passing of Proposition 63 (Mental Health Initiative), much of the
Commission's work will be focused on preparing proposals for implementing the
funding of Pap 63 monies for services/programs,
• Advocacy will continue for:
• A separate children's psychiatric emergency unit
• Maintaining children's mental health services
• Separate Mental Health Courts
• Crisis Intervention Training
* Developing referral cards to help law enforcement in their interaction with
consumers
• Housing for homeless mentally ill seniors
• A separate geriatric psychiatric inpatient unit
■ Geriatric psychiatric teams at the regional.clinics
■ An Older Adult Mental Health Program Chief position
• Mobile Crisis Team
• Mobile Mental Health Clinics
• Transitional age youth housing and education
• Support groups throughout the County
• Keeping clients in the County and bringing them home from their out-of-
