HomeMy WebLinkAboutMINUTES - 12072004 - HA.1 HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA Aol TO: BOARD OF COMMISSIONERS FROM: Robert McEwan, Executive Director DATE: December 7, 2004 SUBJECT: AUTHORIZE EXECUTIVE DIRECTOR TO SUBMIT APPLICATION FOR FUNDS IN THE AMOUNT OF $250,000-00 FROM THE COUNTY OF CONTRA COSTA COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR THE RENTAL REHABILITATION PROGRAM SPECIFIC REQUEST (S) OR RECOMMENDATIONS & BACKGROUND AND JUSTIFICATION 1. RECOMMENDED ACTION: AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to submit an application for, and to execute all forms necessary to provide an agreement with the County of Contra Costa for the use of$250,000 of the County's Community Development Block Grant Program (CDBG) funds to continue operations of the Rental Rehabilitation Program in the County for the 2005- 2006 Fiscal Year as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Funding comes from the County's allocation of CDBG funds that comes from the Federal Department of Housing and Urban Development. This grant is necessary to cover program administration and leverage privately supplied rehabilitation funds. Without continued funding the program could not continue to provide assistance to Landlord's in rehabilitating affordable rental housing units throughout the County. III. REASONS FOR RECOMMENDATION/BACKGROUND There is a demonstrated need for decent affordable rental housing for lower-income families countywide. A renewed CDBG funding allocation for the Rental Rehabilitation Program will leverage private investment to rehabilitate affordable rental housing by providing financial incentives and technical assistance. To date the program has committed over$4.8 million in public funds to leverage more than $4.4 million in private funds, for the provision of more than a total of$9 million dollars in completed rehabilitation work on more than 750 units of affordable housing. It is estimated that continued CDBG funding would provide another 30 or more affordable units. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to authorize the Executive Director to submit the application fewer affordable and decent rental-housing units will be available to lower-income families in the County.
