TO: BOAR©OF SUPERVISORS FROM, William Walker, M.D. , Health Services Director Contra By: Jacqueline Pigg, Contracts Administrator Costa DATE: November 22, 2004County SUBJECT: Approval of Novation Contract #74-112-5 with Asian Community Mental Health Services SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Approve and authorize the Health Services Director, or his designee (Donna Wigand; to execute on behalf of the County, Novation Contract #74-112-5 with Asian Community Mental Health Services, a non-profit corporation, in an amount not to exceed. $122, 500, for the period from July 1, 2004 through June 30, 2005, to provide mental health services, including individual, group, and family collateral counseling, case management, and medication management for Asian-language speaking CalWORKs participants. This Contract includes a six-month automatic extension through December 31, 2005, in an amount not to exceed $61, 250. FIS9AL ikmh= This Contract is 100° funded by the State CalWORKs through the Employment and Human Services Department. In September 2004, the State Department of Social Services reduced funding for CalWORKs Substance Abuse/Mental Health Services Statewide for fiscal year 2004-2005. This Contract reflects a reduction in the County' s Health Services Department operated services including indirect services with this Community Based Organization. MR REC99ZMMION(1) On December 9, 2003, the Board of Supervisors approved Contract #74-112--4 with Asian Community Mental Health Services to provide mental health services, including individual, group and family collateral counseling, case management, and medication management services for Asian-language speaking CalWORKs participants to reduce barriers to employment, for the period from July 1, 2003 through June 30, 2004 (which included a six--month automatic extension through December 31, 2004) . Approval of Novation Contract #74-112-5 replaces the automatic extension under the prior Contract, and allows Contractor to continue providing services through June 30, 2005. This Contract includes a six-month automatic extension through December 31, 2005, in an amount not to exceed$39,850. FISCAL IMPACT: This Contract' is 100% funded by the State CalWORKs through the Employment and Human Services Department. In September 2004, the State Department of Social Services reduced funding for CaIWORKs Substance Abuse/Mental Health Services Statewide for fiscal year 2004-2005. This Contract reflects a reduction in the County's Health Services',Department operated services including indirect services with this Community Based Organization. BACKGROUNDIREASON(S) FOR RECOMMENDATION(S): In August 1997,the State of California Legislature passed Assembly Bill 1542 which brought major changes to the welfare programs previously operated by the State. Among the changes was a provision which required treatment of substance abuse and mental illnesses of Welfare-to-Work participants, when these conditions interfere with participation in Welfare-to-Work activities. Subsequently, the County's Employment and Human Services Department and Health Services Department signed an Interdepartmental Services Agreement(#21.427)which allowed the Health Services Department to provide substance abuse and mental health services to Welfare-to-Work participants referred by the Employment and Human Services Department. On December 16, 2003,The Board of Supervisors approved Contract#74-115-4 with Desarrollo Familiar,Inc.,for the period from July 1, 2003 through June 30, 2004 (which included a six-month automatic extension through December 31, 2004) for the provision of mental health services, including individual,group and family collateral counseling,case management,and medication management services for Spanish-speaking CalWORKs participants to reduce barriers to employment. This contract includes a six-month automatic extension through December 31, 2005, in an amount not to exceed$117,654. FISCAL IMPACT: This Contract is funded 35% by Federal Medi-Cal (FFP) Revenue, 35% by State EPSDT funds, and 30% by Mental Health Realignment. Funning under this Contract reflects a reduction in County subsidy/realignment :funds and increases required minimum Medi-Cal FFP/EPSDT funds in accordance with the Department's Board approved budget balancing plan effective October 1,2004. CHILDREN'S IMPACT STATEMENT: This Mental Health Program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and"Communities that are Safe and Provide a Hight.Quality of Life for Children and Families". :Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent.Functional Assessment Scale(CAFAS)and placement at discharge at a lower level of care. BACKGRQUND/REASQN S FOR RECQMMENDATIQN S : This Contract meets the social needs of County's population in that it provides Juvenile Court-mandated rehabilitative day treatment, mental health services, and medication support for SED children with emotional and behavioral problems to keep these children in the community and out of State hospitals.
