FISCAL IMPACT 100% of the costs of this contract are covered by fees paid by the Project applicant/operator (West Contra Costa Sanitary Landfill Inc.). BACKGROUND/REASONS FOR RECOMMENDATIONS The Community Development Department has contracted with Mr. Joel Sabenorio since April 6, 2004 for planning assistance related to the land use permit for the West County Bulk Material Processing Center. C"HILDRRNIaS IMPACI STATEMENT: The training program will support two of the five community outcomes established in the Children's Report Card, "2) Children and Youth Healthy and Preparing for Productive Adulthood"and"5)Communities that Safe and Provide a high Quality of Life and Children and Families"by providing education and training to enable group home providers to better serve children and youth as they move toward adulthood. BACKGROUND., The education and training to be provided to group home caregivers will range from clinical training to topics such as CPR, first aid, computer skills, and supervisory skills, all in an effort to expand the expertise of those individuals providing services to children and youth in Contra Costa County group homes. Chabot-Las Positas Community College District(CLPCCD)has a successful history in providing an array of training and technical assistance to group homes and foster family agencies, as evidenced by partnerships with Alameda and Solano Counties. CLPCCD and EHSD outreach activities may include presentations,personal contact, and mailings to service providers announcing training information. The contact will result in capacity- building in the Contra Costa County group home community and between counties with the same or similar programs. BAC GROITND! The Verde Involving Parents(VIP) Program is a team effort of parents,teachers,county agency and non-profit organization staff who live and work in North Richmond. The Program strives to expand parent/family member involvement, increase student attendance, improve student behavior and ultimately enhance student performance at North Richmond Verde Elementary School. The VIP's Family Partners conduct intensive outreach and provide support to students and their families to ensure students are able to get to school every day on time. Ms. Ornelas will continue to serve as the Family Partner Supervisor and is responsible for overseeing the day-to-day work by the VIP's three family partners and Verde parent volunteers. Among the changes was a provision, which required treatment of substance abuse and mental illnesses of Welfare-to-Work participants, when these conditions interfere with participation in Welfare-to-Work activities. Subsequently, the County's Employment and Human Services Department and Health Services Department signed an Interdepartmental Services Agreement (##21-427), which allowed the Health Services Department to provide substance abuse and mental health services to Welfare-to-Work participants referred by the Employment and Human Services Department. Can December 16, 2003, the Board of Supervisors approved Novation Contract #24-958-6 with Rubicon Programs, Inc. for the period from July 1, 2003 through June 30, 2004, (which included a six-month automatic extension through December 31, 2044) for the provision of mental health services for CaIWORKs participants.
