COMMUNITY SERVICES DEPARTMENT Coria DATE: DECEMBER 7, 2004 County SUBJECT: APPROVE AN INTERAGENCY AGREEMENT AMENDMENT WITH THE CONTRA COSTA COMMUNITY COLLEGE DISTRICT Specific Request(S)or Recommendation (S)&Background and Justification RECOMMENDATION (SI: APPROVE and AUTHORIZE the Community Services Director or designee to execute Interagency Agreement Amendment No. 1 (County #39-550-13) with the Contra Costa Community College District in the amount of $3,314 for a new maximum reimbursable amount of $152,050 for cost of living adjustments for full-day expanded state preschool program services for the period from July 1, 2004 through June 30, 2005. FINANCIAL IMPACT: The Centra Costa Community College District will receive its funding for this agreement from the California Department of Education. Funding for this contract will be added to the Community Services Department's FY 2004®05 budget via an appropriation adjustment. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Contra Costa County. Since 1994, the Community Services Department has contracted with the Contra Costa Community College District to administer and operate the District's State Preschool program. The Expanded State Preschool Program provides part-day preschool services to low-income children across Contra Costa County, State Legislature has budgeted additional funds for Child Care and Development programs to compensate for the higher costs associated with these programs. Specific Request(S)or Recommendation (S)& Background and Justification RECOMMENDATION (S): APPROVE and AUTHORIZE the Community Services Director or designee to execute and submit State Standard Agreement #048-5260, Amendment No. 2 (County Contract #39-806-23) with the California State Department of Community Services and Development to extend the contract period from December 31, 2004 to March 31, 2005 with no change in the maximum reimbursable amount of $752,775 for continuing Low-Income Home Energy Assistance Program Services (LIHEAP). FINANCIAL, IMPACT: This contract is federally funded through the California Department of Community Services and Development. Funding for this contract is included in the Contra Costa County Community Services Department's FY 2004-05 Budget. There is no net County cost to this contract. REASONS FOR RECOMMENDATIONSIBACKGROUND: On January 6, 2004 the Board of Supervisors approved the 2004 Low-Income Home Energy Assistance Program (LIHEAP), State Standard Agreement 046- 5260 (and subsequent amendment #1 on March 23, 2004), with the California) Department of Community Services and Development. Approval of State Standard Agreement 048-5260, Amendment No. 2 will provide for continuing Low- Income Home Energy Assistance Program services to program eligible families and individuals in Contra, Costa County through March 31, 2005. Walker, M.D., Director Costa Z Contra Costa Health Services County DATE: November 18, 2004 0,31 SUBJECT: Approve and authorize the Health Services Director or Designee to submit an application to the California Department of Health Services Office of Long Term Care for a grant of up to $500,000 for the period of January 1,2005 through June 30, 2005 RECOMMENDATION: I This application responds to a Request for Application(RFA) for funding of planning and implementation activities to develop a Long Term Care Integration Program(LTCI) in Contra Costa County. 2. Designate the Contra Costa Health Plan as the lead agency in developing and implementing the LTCI Program. 3. Deem this Board Order as the Board's statement of support and commitment to the timelines, goals and objectives stated in the RFA. FISCAL IMPACT: If funded, County will receive a maximum of$500,000. Requires a 20 percent match of non-federal, non-state funds. Health Services and Employment and Human Services will provide the county match from existing in kind department resources. BACKGROUND: The Employment and Human Services and Health Services Departments have collaborated on the planning for Long Term Care Integration since the Board initially expressed support for the effort in March 1999. If approved,this grant will be the fourth granted by the State i'n support of this effort, and will fund continuing implementation planning activities of a program to integrate the medical and social services delivered to seniors and persons with disabilities who are Medi-Cal eligible county residents.
