Recommended Action: APPROVE and ADOPT the 2004 Addendum to the 2003 Capital Road Improvement Program (GRIP). if. Financiallmpact: There is no impact to the County General Fund. Approval and Adoption of the 2004 Addendum to the 2003 GRIP will update the 2003 GRIP. The GRIP is a programming document that programs funds for capital road improvement projects within the County. Reasons for Recommendations and Background: On February 3, 2004 the Board of Supervisors approved the 2003 GRIP. The Public Works Department believes that the changes detailed in this addendum justify an addendum to the GRIP. On May 19, 1980, a County Road Improvement Policy was adopted to guide the development and continuation of the Capital Road Improvement Program. On April 17, 1990, the Board of Supervisors approved the first biannual CRIP. The GRIP plans road improvement projects for the next seven years to conform to the Congestion Management Plan, which is also a seven-year planning document. The CRIP is a guide to our capital improvements and does several things for the County: - Increase public awareness of how and where funds will be spent on our road system. - Enhance public image and public trust by showing that funds are programmed in detail and will be expended in accordance with a bona fide program. - Encourage more public involvement in the programming and expenditure of our capital funds. - Provide accurate"accountability"of whether our transportation system will meet acceptable levels of service to satisfy our growth management policies. - Provide a basis for projecting staffing needs over the next seven years. - Provide a budget tool to track expenditures of each type of funding utilized for capital improvements. On September 13, 2003, the Transportation Water and Infrastructure Committee reviewed the 2004 Addendum to the 2003 CRIP and recommended its approval and adoption. IV. Consequences of Negative Action: Failure to approve the 2004 Addendum to the 2003 CRIP could adversely affect the schedule for road improvements included in the addendum. The changes include projects that were listed in the 2003 GRIP that have been completed,new projects that have been identified and cost estimates for existing projects that have been refined,and the project schedule has been adjusted. CHANGES TO THE 2003 GRIP The following projects have been completed, and can be removed from the GRIP. Bailey Road Bridge Replacement Byron Highway Shoulder Widening Phase I Camino Diablo I Vasco Road Intersection Improvements North Richmond Third Street Enhancements Phase I Olympic Boulevard Pedestrian Path Pleasant Hill Road Overlay Pomona Street Bike Lanes and Sidewalk Phase II The following projects have been identified and added to proposed projects. Balfour Road- Byron Highway Traffic Signal Byron Highway- Camino Diablo Traffic Signal and Left Turn Lanes Point of Timber-Byron Highway Traffic Signal State Route 4-Byron Highway Left Turn Lane on Byron Highway State Route 4-Newport Drive Traffic Signal Sellers Avenue -Balfour Road Traffic Signal and Turn Lanes The cost estimate and the time schedule have been changed for the following projects. Bethel Island Bridge Replacement (Page 54 in the 2003 CRIP) Orwood Road Bridge Replacement(Page 124 in the 2003 CRIP) Reliez Valley Road Pedestrian Path (Page 146 in the 2003 GRIP) The Funding Sources sheets for Federal and State Funds,Local Funds, and Bethel Island Area of Benefit have been changed to show the revised cost estimates, and a new sheet was created for the Discovery Bay Traffic Mitigation Fee.
