FISCAL IMPACT: No direct fiscal impact. Staff costs associated with implementation of the policy and continued compliance will be borne by departments as part of their cost of operations. BACKGROUND: Contra Costa County recognizes the service and convenience that vending machines provide to both County employees and the general public. The Board of Supervisors has taken a leading role in promoting healthy eating in the workplace. High quality nutritional food and beverages shall be dispensed in accordance with County solicited contracts and in a manner consistent with State environmental health regulations. On October 19, 2004, upon the recommendation brought forward by Supervisor Gloia, the Board of Supervisors directed the General Services Director, the Health Services Director and the County Administrator to develop a policy regarding the creation of healthy and nutritional food and beverage standards for items served in all County vending machines and the consolidation of all vending machines on County property under the management and control of the General Services Department. Implementation Plan The policy shall be disseminated to Department Heads and the Superior Court. Distribution of information will include additional resources for purchase of nutritious vending machine products and contact information for General Services Department Purchasing Division for those departments desiring to participate in a Countywide vending contract. A survey shall be conducted in all buildings throughout the County, resulting in an inventory of vending machines. Vending machine inventory shall be used by the General Services Department for audit of machines for compliance with facility requirements outlined in the policy. The inventory shall be maintained by the General Services Department. Vending machine inventory shall be used by the Health Services Department for audit of machines for compliance with nutrition standards outlined in the policy. Representatives of the General Services Department, the Health Services Department and the Office of the County Administrator shall report back to the Board of Supervisors in six months on progress of policy implementation. The Chair invited the public to comment. The following person presented testimony: Mike Estes, (American Heart Association), 1173 Brown Avenue, Lafayette; The following person did not speak,but left comments for the Board to consider. Uilkema inquired whether vendors were going to be charged a fee to place their vending machines in a County Building. After further discussion, the Board took the following actions: • ADOPTED proposed vending machine policy; • DIRECTED the General Services Director, Health Services Director and the County Administrator to implement the policy and report back to the Board of Supervisors in six months; • REFERRED the matter of cost recovery to the Finance Committee for further review and return to the Board with recommendations. The vote on the motion was as follows: AYES: Supervisors Gioia,Uilkema, Greenberg, and DeSaulnier NOES: None ABSTAIN: None ABSENT: Supervisor Glover The motion passed. The Society believes that an important component in addition to nutrition information and education is the availability of healthy food and beverages. Contra Costa County's new vending machine policy would ensure that the selection of food and drinks offered through vending machines on county property allows for healthy choices. Current eating habits are of grave concern because poor diet,obesity,and physical inactivity may be responsible for one out of every three-cancer deaths, as many as smoking. The,American Cancer Society guidelines on diet,nutrition,and cancer prevention emphasize a diet with a high proportion of plant foods,limited amounts of meat,dairy, and other high-fat foods, and a balance of caloric intake and regular physical activity, Helping Contra Costa County citizens of all ages achieve healthy eating habits and enjoy a physically active lifestyle is a high priority for the American Cancer Society.
